About this opportunity

The Utah Department of Transportation (UDOT) is issuing a Notice of Intent to Award a Contract Without Engaging in a Standard Procurement Process for AASHTOWare HaulHub EDOT Portal software licensing, with a comment period closing July 1, 2026. This is a sole-source procurement — UDOT asserts that AASHTOWare HaulHub is proprietary software developed exclusively by the American Association of State Highway and Transportation Officials (AASHTO) and is not available from any other vendor.

The scope covers a one-year software license for AASHTOWare HaulHub EDOT Portal. UDOT is procuring one license at an estimated contract value of $50,000.

The sole-source justification rests on the premise that the software is cooperatively developed by transportation professionals across AASHTO member states (50 states, the District of Columbia, and Puerto Rico) and is available only through AASHTO. UDOT has not conducted a cost-benefit analysis, transitional cost comparison, or competitive market research, citing the software's unique and exclusive availability.

Interested suppliers may submit challenges to the sole-source determination by July 1, 2026 if they can demonstrate that competing sources exist and provide evidence that their firm can deliver a comparable, equivalent, or superior product meeting or exceeding the stated requirements. Challenge submissions must include the contesting party's name and detailed documentation of competing sources. If no valid challenges are received by the deadline, UDOT may proceed to award the contract to AASHTO without competition. Parties agreeing with the sole-source determination are not required to respond. All respondents must certify that they have read all attached documentation.

Project Description NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS This is NOT a request for competitive solicitation. This is a public notice for comment regarding a proposed procurement without engaging in a standard procurement process if it is determined that the following exist: • there is only one source for the procurement item; or • transitional costs are a significant consideration in selecting a procurement item; or • the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. The intent of this notice is to determine if there are any other interested and qualified suppliers that meet the requirements of this procurement. For information regarding the specifics of this proposed procurement, please see the justification documentation attached within this notice. If a party agrees that this proposed purchase is a valid sole source, NO ACTION IS REQUIRED.
