About this opportunity
The Utah Department of Transportation (UDOT) is issuing a Notice of Intent to Award a Contract Without Engaging in a Standard Procurement Process for AASHTOWare Bridge & Pavement software licenses, with the public-comment period closing July 1, 2026. This is a sole-source procurement; UDOT asserts that AASHTO is the only source for this proprietary software.
The procurement covers Bridge Management Super Site Licenses, Bridge Management Services Units, Bridge Rating Unlimited Option, and Pavement ME Design Subscription Service (nine licenses). UDOT's justification rests on the proprietary nature of the software and its exclusive development and distribution by AASHTO, the American Association of State Highway and Transportation Officials. The software is designed to support transportation agency pavement and bridge management operations and is not available through other vendors or resellers.
The estimated total contract cost is $212,240, comprised of Bridge Management Super Site Licenses at $93,500, Bridge Management Services Units at $11,600, Bridge Rating Unlimited Option at $62,700, and Pavement ME Design Subscription Service at $44,440.
Parties who agree with the sole-source determination need not respond. Those challenging the designation must submit detailed documentation to jefferybarnes@utah.gov prior to the closing date, including the challenger's name, evidence of competing sources, and documentation demonstrating that their firm can provide a comparable or better product meeting or exceeding requirements, can provide an equivalent product, or (if applicable) a cost comparison analysis showing that transitional costs justify the sole-source award. If valid challenges are received, UDOT will not proceed with this notice; if none are received, UDOT may award without competition. All scope or specification questions must be submitted through the bidding system.

Project Description NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS This is NOT a request for competitive solicitation. This is a public notice for comment regarding a proposed procurement without engaging in a standard procurement process if it is determined that the following exist: • there is only one source for the procurement item; or • transitional costs are a significant consideration in selecting a procurement item; or • the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. The intent of this notice is to determine if there are any other interested and qualified suppliers that meet the requirements of this procurement. For information regarding the specifics of this proposed procurement, please see the justification documentation attached within this notice. If a party agrees that this proposed purchase is a valid sole source, NO ACTION IS REQUIRED.
