About this opportunity

The Utah Department of Transportation (UDOT) Procurement Services Division has issued an Invitation for Bid (IFB) for a five-year agency contract to provide fence repair, replacement, and installation services for UDOT Region 1, covering six counties: Weber, Davis, Morgan, Box Elder, Cache, and Rich. Solicitation #UDOT260088JB seeks a single contractor to perform comprehensive fencing services within UDOT right-of-way, including removing damaged fence components and installing new fence systems across various specifications such as Type A, B, D, E, F, G Wildlife Fence, and Chain Link Types I through IV. Bidders must provide all necessary equipment, labor, and materials, and demonstrate compliance with UDOT's 2025 Standard Drawings and technical specifications. The evaluation criteria will be based on the lowest total cost across sample projects, with bidders required to submit unit pricing for different fence installation types and scenarios. The bid is due on October 30, 2025, with electronic submissions mandatory through an online bidding system, and the contract will guarantee pricing for the first year with potential adjustments thereafter.

The solicitation does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must carry liability insurance of $1,000,000 per accident occurrence and $2,000,000 in aggregate, along with worker's compensation insurance. While no incumbent vendors are mentioned, the contract requires strict compliance with Utah Procurement Code and Administrative Code, including employment verification and anti-boycott provisions. The pricing structure is comprehensive, with line items for mobilization, fence removal, and installation varying by fence type and livestock presence, suggesting a potential annual contract value in the mid-to-high six-figure range. Contractors will be paid based on work orders issued by a UDOT Region One Maintenance Representative, with invoices submitted after completion of each assigned area, and the contract includes provisions for traffic control, safety protocols, and adherence to specific equipment and installation standards.
