About this opportunity
The Utah Department of Transportation (UDOT) is issuing an Invitation for Bid (IFB) for the Circleville Drainage Project, Solicitation #UDOT260080CN, seeking a construction services contractor to complete comprehensive drainage infrastructure improvements. The project requires removing an existing 66-foot cross culvert and surface material, installing a new 56-foot trench drain with an 8-inch outlet pipe, reconstructing impacted curb and gutter, and constructing a sump basin and drop inlet to convey water along US-89. Key deliverables include precise drainage system installation with specific technical specifications, including Zurn Z882 series trench drains, ductile iron grating, and comprehensive pavement reconstruction. The bid is evaluated based on contractor responsibility, with UDOT reserving the right to assess bidders' past performance on Municipal Separate Storm Sewer System (MS4) projects, specifically examining project completion timelines and warranty performance. The solicitation has a submission deadline of September 30, 2025, with a mandatory project completion date of November 15, 2025, and will result in a single contract award to the lowest responsive and responsible bidder.
The procurement does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. The contract appears open to qualified contractors who can demonstrate successful completion of similar infrastructure projects. While no incumbent vendors are identified, the project involves integrating with existing utilities including a 2-inch Enbridge gas line, overhead Rocky Mountain Power lines, and a buried South Central fiber optic line. The solicitation documents include a vendor setup form and W-9 requirements, suggesting standard state procurement protocols for vendor registration. Although a specific budget range is not explicitly stated, the comprehensive nature of the drainage infrastructure improvements and the detailed technical specifications suggest a substantial public works project. Bidders must comply with State of Utah Procurement Code and Utah Administrative Code, with UDOT's Procurement Services Division serving as the issuing procurement unit and Region 4 as the conducting procurement unit.
