About this opportunity

Hillsborough County Public Schools (HCPS) in Florida has issued RFP 26111-RFP-DST seeking qualified vendors to provide comprehensive tutoring services aligned with Florida State benchmarks in core subject areas including Reading, Writing, Mathematics, Science, and Social Studies, with optional specializations in SAT/ACT and EOC/FAST preparation. Services must be deliverable through online or face-to-face modalities and accommodate Exceptional Student Education (ESE) and English Language Learner (ELL) populations to enhance student performance particularly at Title I sites. Prospective vendors must demonstrate a minimum of three years of experience providing tutoring or similar educational services, maintain authorization to do business in Florida, comply with E-Verify requirements, provide proof of insurance with specified coverage limits, and furnish references from at least three recent clients. Key contract requirements include assigning a dedicated project manager for weekly updates and data analysis, maintaining accurate student rosters compatible with district systems, responding to communications within 30 minutes via phone or email 24/7, and participating in required weekly and stakeholder meetings. Evaluation criteria are weighted as follows: Scope of Work understanding (25 points), Qualifications and Experience (30 points), and Cost/Value (35 points), with potential Small Business Encouragement Program bonus points available for subcontractor utilization. An optional pre-proposal conference is scheduled for Tuesday, April 14, 2026, at 9:30 AM via Microsoft Teams, with the deadline for technical questions on Thursday, April 16, 2026, at 12:00 PM ET, and proposals due electronically via myvendorlink.com by Thursday, April 30, 2026, at 5:00 PM ET.

No federal set-aside preferences apply to this federally funded solicitation; however, HCPS encourages affirmative steps to contract with small and minority businesses, women's business enterprises, and labor surplus area firms where applicable. All proposers must execute compliance certifications including the Affidavit Regarding Contracting with Entities of Foreign Countries of Concern and adhere to federal funding requirements under 2 CFR Part 200, including prohibitions on covered telecommunications equipment from specified foreign entities, domestic preferences for United States-produced goods, debarment and suspension certifications for contracts exceeding $25,000, and compliance with the Byrd Anti-Lobbying Amendment and Clean Air and Federal Water Pollution Control Acts for qualifying thresholds. The estimated annual budget is $8,000,000, with $5,600,000 (70%) allocated from the Title I program and $800,000 (10%) from UniSIG federal funds, with the remaining $1,600,000 (20%) funded through non-federal district sources. The initial contract term will commence upon Board approval through the first anniversary month, with automatic renewal for up to four additional one-year periods contingent on appropriations, performance, and continued need. HCPS intends to award contracts to the highest-ranked proposer and multiple alternate awardees to establish a bank of tutoring service providers. All pricing must remain firm for the initial contract term unless mutually agreed upon changes are documented, and invoices should be submitted to HCPS Accounts Payable with net payment due 45 days from delivery or invoice receipt.
