About this opportunity
The Tennessee Department of Transportation is requesting proposals for Transportation Management Center operations services across four state locations, with proposals due August 17, 2026 at 2:00 p.m. Central Time and a pre-response conference on July 7, 2026.
The scope encompasses 24/7 staffing and support for traffic monitoring, incident detection and verification, HELP and Rural Service Patrol dispatching, inter-agency communication, traveler information dissemination, and performance monitoring. The contractor must provide qualified personnel capable of overnight and weekend shift coverage and obtain all necessary business licenses, Tennessee Department of Revenue registration, and required insurance coverage.
The estimated annual budget is $5 million to $6 million, with a contract term of five years from the effective date. Cost proposals must be submitted on the provided Cost Proposal & Scoring Guide with pricing broken down by year and by service categories: required TMC operations services, on-call TMC technician hours, shift supervisor hours, technician overtime, remote TMC technician hours, and smart corridor traffic signal technician hours.
Evaluation criteria are weighted as follows: general qualifications and experience (10 points), technical qualifications, experience, and approach (60 points), oral presentation (10 points), and cost proposal (20 points). The State will award the contract to the responsive and responsible respondent offering the best combination of attributes rather than necessarily the lowest cost.
Technical evaluations conclude by August 26, 2026. Oral presentations are scheduled for September 3–4, 2026. Cost proposals open September 9, 2026. The State will issue a Notice of Intent to Award by September 16, 2026. Written questions are due July 15, 2026. The contractor signature deadline is September 30, 2026.
