About this opportunity
The Tennessee Department of General Services, Vehicle Asset Management division, is requesting bids for shuttle and transportation services in Nashville under ITB 32101-43197-13949, with bids due August 7, 2026 at 2:00 p.m. CDT. The contract runs for three base years with two optional one-year renewal periods, for a maximum potential term of five years, effective September 1, 2026. Award will be made to the single lowest-cost responsive and responsible bidder.
Services include weekday shuttle operations (22,000 hours per year), on-call shuttle services (24 days per year), special event mini bus services (30 days per year), and special event motor coach services (30 days per year). Bidders must provide unit pricing on a per-hour basis for weekday shuttle and per-day basis for all other services, with separate pricing for each contract year to accommodate cost escalations. Prices must be firm and fixed for the contract term, include all applicable taxes and fees, and be quoted F.O.B. destination.
The previous five-year contract carried a maximum liability of $6,701,485.50, providing context for expected contract value. Respondents must register with the Tennessee Supplier Portal, provide proof of sales tax registration, certify non-debarment status, submit diversity business participation plans, and comply with Iran Divestment Act and nondiscrimination certifications. Insurance requirements include workers' compensation ($1,000,000 minimum), commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), and automobile liability ($1,000,000 per occurrence). Contractors must attest semi-annually to non-utilization of illegal immigrants.
A pre-response conference is scheduled for July 23, 2026 at 11:00 a.m. Central Time via Microsoft Teams (optional but encouraged). Written questions are due July 27, 2026 at 4:30 p.m. CST. The contract administrator is Nancy M. Ternes at Nancy.M.Ternes@tn.gov or 615-253-4008. All bids must be submitted electronically through the EDISON Supplier Portal; bidders are advised that system passwords expire every 90 days.
