About this file
This is an RFP Amendment #1 issued by the Tennessee Department of Transportation for Transportation Management Center Operations (RFP #40100-51745). The amendment updates the schedule of events for the solicitation, which was originally issued on June 30, 2026. Key milestones include a pre-response conference on July 7, 2026 at 10:00 a.m. Central Time; a notice of intent to respond deadline of July 9, 2026 at 2:00 p.m.; written questions and comments deadline of July 15, 2026 at 2:00 p.m.; and a response deadline of August 31, 2026 at 2:00 p.m. Central Time. Technical response evaluations are scheduled for completion by September 9, 2026, followed by respondent oral presentations on September 17-18, 2026 from 8:00 a.m. to 4:30 p.m. The state will open and score cost proposals on September 23, 2026 at 2:00 p.m., with optional cost negotiations occurring September 24-28, 2026. A notice of intent to award will be released on September 30, 2026 at 2:00 p.m., with a protest period ending October 7, 2026. The contractor signature deadline is October 16, 2026 at 2:00 p.m. The contract term is five years from the effective date.
The solicitation encompasses 24/7 staffing and operations support for transportation management centers across four state locations, including traffic monitoring, incident detection and verification, HELP and Rural Service Patrol dispatching, inter-agency communication, and traveler information dissemination. The estimated annual budget is $5 million to $6 million. Cost proposals must be submitted with pricing broken down by year and service categories: required TMC operations services, on-call TMC technician hours, shift supervisor hours, technician overtime, remote TMC technician hours, and smart corridor traffic signal technician hours. Evaluation criteria are weighted at 10 points for general qualifications and experience, 60 points for technical qualifications and approach, 10 points for oral presentation, and 20 points for cost proposal. The award will be made to the responsive and responsible respondent offering the best overall combination of attributes rather than necessarily the lowest cost.
