About this opportunity
The Missouri Department of Transportation (MoDOT) and Missouri Health and Transportation Commission (MHTC) are requesting bids for modified Wide Body Buses in fiberglass composite and steel cage construction, available in three floor plan configurations (GG, HH, and II) for the State Transit Program, with bids due June 18, 2026. No pre-bid conference or facility tour is scheduled. Questions must be submitted no later than ten calendar days before the due date. Bidders intending to submit hard copy bids must notify buyer of record Ashten Lorts at ashten.lorts@modot.mo.gov at least five days before closing; all bids are received electronically through MissouriBUYS Powered By MOVERS or by mail via USPS, UPS, or FedEx.
Bidders must submit complete pricing for all three floor plans to be eligible for award. Floor Plan GG accommodates five wheelchair positions and four ambulatory seats with a raised floor. Floor Plan HH provides a flat floor with two permanent wheelchair positions and 16 ambulatory seats on a 176-inch wheelbase. Floor Plan II offers a flat floor with two permanent wheelchair positions and 12 ambulatory seats. Vehicles must be based on current-year factory production cutaway models from General Motors, Ford, or approved equivalents, all featuring 14,000 GVWR chassis. Optional add-ons include an 800-pound wheelchair lift, overhead storage, integrated child seats, wheelchair securement systems, and surveillance camera systems.
All vehicles must comply with Federal Motor Vehicle Safety Standards (FMVSS), Americans with Disabilities Act (ADA) regulations, and Federal Transit Administration Buy America standards requiring minimum 70 percent domestic content with final assembly in the USA. Steel cage construction requires minimum 16-gauge metal. Vehicles must undergo Altoona Bus Testing with results submitted at bid. Vendors may propose either fiberglass composite or steel cage construction. MoDOT has approved fiberglass front and rear caps and fiberglass wool insulation (R4.0 to R4.2 per inch, minimum overall R-value R5 or greater) meeting FMVSS flammability requirements as alternatives to originally specified materials.
The contract runs three years from execution with two optional one-year renewals. Award determination uses a 100-point scoring scale: 60 points for cost analysis and 40 points for experience evaluation, including units sold in Missouri within the past two years, sales volume in dollars, relevant industry experience in Missouri, and order-to-delivery performance ratios. All pricing must be submitted FOB destination with freight prepaid and included in the bid price. Bids remain valid 90 days from opening. Liquidated damages of $50 per day per item apply for delivery delays, capped at 20 percent of total purchase price. Training on specialty equipment must be provided by the bidder at delivery and acceptance at the bidder's expense. MoDOT reserves the right to award separate contracts for fiberglass composite and steel cage buses to the same or different vendors.
