About this opportunity

Missouri Department of Transportation (MoDOT) and MHTC are soliciting bids under IFB MODOT 0000000439SL for current model year or newer OEM standard minivans and passenger vans for the State Transit Program, with bids due December 10, 2026 at 2:00 p.m. Central and a mandatory pre-bid conference on November 5, 2026. Buy America compliance is the controlling filter: final assembly and the engine or motor must originate in the United States, as reported to NHTSA under the American Automobile Labeling Act, with pre-delivery award documentation due at bid submission. The IFB states a DBE goal of zero percent, though DBE participation is encouraged.

The solicitation covers two vehicle categories: extended-wheelbase front-wheel-drive minivans and 15-passenger full-size rear-wheel-drive vans. The 15-passenger specification names the Chevrolet 3500, GMC Savana Extended (155-inch wheelbase), and Ford Transit Low Roof extended (148-inch wheelbase), or approved equivalents supported by documentation provided to the agency before bid submittal. Specifications cover engine, transmission, suspension, safety, interior, and accessibility requirements, with hybrid electric drive and all-wheel drive as optional upgrades. Warranty minimums are three years on the chassis, five years on the engine and transmission, and three years on van structure and exterior. Deliverables include OEM door stickers, dealer invoices reflecting discounts, maintenance manuals, wiring schematics, interior floor plan drawings, and MSO and title applications listing MoDOT as lien holder. Bidders must also submit a Statement of Delivery and Servicing Dealers within Missouri, and pricing must include delivery, freight, and handling on an FOB destination basis to any Missouri location. Required certifications include 49 CFR Part 20 lobbying, debarment and suspension, and the Anti-Discrimination Against Israel Act.

Award goes to the lowest responsive, responsible, and reliable vendor in each vehicle category, and MoDOT may make two separate awards to the same or different vendors. The contract runs three years from the executed contract date, with two optional one-year renewals at MoDOT's sole discretion. Payment is immediate on invoices submitted in arrears that reference purchase order numbers. Liquidated damages of $50.00 per day per item apply to delivery delays, excluding Saturdays, Sundays, holidays, and department-suspended work days.

Questions are due no later than ten calendar days before the December 10 closing. Bids are accepted electronically through MissouriBUYS or by USPS, UPS, or FedEx, and email submissions are not accepted. Hard-copy submitters must notify buyer Ashten Nichols at ashten.nichols@modot.mo.gov at least five days before closing. The solicitation opened October 26, 2026, and a Federal Register partial Buy American waiver notice for vans and minivans is attached.
