About this file

This is Amendment 7 - Q&A document related to an Invitation for Bid (IFB) issued by the Missouri Department of Transportation (MoDOT) and the Missouri Highways and Transportation Commission (MHTC) for modified Wide Body Buses under Floor Plans GG, HH, and II for the State Transit Program. The solicitation seeks qualified organizations to provide these commercial buses, with the contract commencing from the executed contract date and running for three years with options for two additional one-year renewals. Questions and issues must be submitted no later than ten calendar days prior to the solicitation due date. Bids will be received electronically through MissouriBUYS Powered By MOVERS or by mail through USPS, UPS, or FedEx. Bidders intending to submit hard copy bids must notify the buyer of record, Ashten Lorts, at ashten.lorts@modot.mo.gov at least five days before the solicitation closing date. MoDOT will not accept bid responses via email.

This amendment document serves as a question and answer addendum to the original solicitation, providing clarifications and responses to inquiries submitted by prospective bidders regarding the specifications, requirements, and terms of the Wide Body Bus procurement. The document ensures that all bidders have access to consistent information and clarifications necessary for preparing competitive proposals in response to the IFB.

MODOT 0000000281SL Questions

1. Request for clarification on Amendment 3. It is required to acknowledge each Amendment and there is not an Attachment on Missouri Buys for Amendment 3.

MoDOT Response: All Amendments should be acknowledged by the supplier. Amendment 3 was to correct the Amendment 02 attachment to allow suppliers to view the attachment. There was no additional attachment uploaded for Amendment 03.

2. Request for clarification on Section 3.3 Liquidated Damages. There is no verbiage in reference to unforeseen circumstances. If a chassis or component shortage were to occur, request the $50.00 per day be waived. We suggest a Force Majeure clause be added to the contract to clarify this section.

MoDOT Response: MoDOT does not choose to add a Force Majeure clause, and the Liquidated Damages language will remain the same.

3. Request for clarification. On page 7 of the Steel Cage specification the spec reads, “The driver's seat belts shall have minimum usable length of 60" measured from the seat cushion to the buckle.” The OEM seat belt length for the driver seat is set by the OEM. We do not have the ability to change the length. Please accept the OEM length of the driver seatbelt.

MoDOT Response: The driver seat belt should meet FMVSS requirements, which is 571.209 Standard No. 209; Seat Bels Assemblies.

4. Request for clarification. On page 16 of the Steel Cage specification the spec reads, “Each wheelchair positions securement area shall include QRT-360, or approved equal, retractors with SNC, slide and click floor anchorage system.” Attachment Floorplan GG shows track for the wheelchair positions. Please confirm written specification sets precedent over the floorplan attachment.

MoDOT Response: The standard wheelchair securement system shall be a QRT-360 Slide and click anchorage system for every wheelchair position, with the option of the transit agency to select the Q’Straint One, or approved equal. Floor Plan GG has 5 wheelchair positions. Floor plans are only to be used a reference for seating configurations.

5. Request for clarification. On page 17 of the Steel Cage specification the spec reads, “Include one 20” lap belt extension for each wheelchair position and one extra 20’ lap belt extension for a total of 3.” Floorplan GG has 5 wheelchair positions. Please clarify if 5 w/c securements, shoulder belts, and torso pads are to be provided for that floorplan, as well as lap belt extensions and an extra lap belt extension for a total of 6.

MoDOT Response: Even though Floor plan GG has 5 wheelchair positions, bidder should follow specification language.

6. Request for approved equal. On page 20 of the Steel Cage specification the spec reads, “There will be two red strobe type lights mounted on the upper rear of the end cap that will be visible when doors are open (not roof mounted). They will be 6” in diameter.” We can provide a 6” blinking red light in replacement of the strobe light as an approved equal.

MoDOT Response: MoDOT accepts this as an approved equal.

7. Request for clarification. On page 22 of the Steel Cage specification the spec reads, “Radio: OEM manufacturer’s standard.” There is no mention of speakers in the body of the bus. Please confirm no additional speakers besides OEM are to be added.

MoDOT Response: OEM standard speakers located throughout vehicle is acceptable.

8. Request for clarification. On page 24 of the Steel Cage specification the spec calls out emergency equipment to be supplied. Is the emergency equipment to be shipped loose or does the equipment need to be mounted? If it is to be mounted, please provide locations for the equipment to be mounted.

MoDOT Response: The specification only calls out the One UL listed 5-pound, 3A:40B: C Pro Line, Kiddie Model # FXBND9 or equivalent dry chemical fire extinguisher. Fire extinguisher shall have a metal head, a gauge to indicate state of charge, and a bracket with strap for securement. Securement of the fire extinguisher should accessible by the driver and not obstruct any passenger seating, boarding or offboarding the vehicle via the door or wheelchair lift.

9. Request for clarification. On page 25 of the Steel Cage specification the spec reads, “OPTION 4: Retractable W18 Compliant Wheelchair Securement: Four (4) wheelchair restraint securement belts designed to meet all ADA requirements and 30-mph / 20 g-force impact.” This reads as just the 4 wheelchair securements are to be provided. Does a shoulder belt need to be included for this option as well?

MoDOT Response: This option is meant to give the transit agency the option to purchase an additional complete wheelchair securement system. This option should match the specified Retractable Wheelchair Securement System on page 15.
