About this file
Amendment 6 to the Invitation for Bid issued by the Missouri Department of Transportation (MoDOT) and Missouri Highway and Transportation Commission (MHTC) addresses clarification questions regarding the procurement of modified wide body cutaway buses for the State Transit Program. The amendment documents a question-and-answer exchange between a prospective bidder and MoDOT concerning three key specification requirements: power inverter installation, wheelchair lift barrier systems (WLBS) configuration, and integrated barrier system equivalency. MoDOT clarified that the OEM configuration of dual USB ports and 12V powerpoint in the Ford E450 Commercial cutaway front dash meets the power inverter requirement for charging mobile devices and tablets. The contract solicitation seeks bids for modified buses under floor plans GG, HH, and II, with a contract term of three years from execution date plus two optional one-year renewal periods. Prospective bidders were required to submit questions and issues no later than ten calendar days prior to the solicitation closing date, with bids to be submitted electronically through MissouriBUYS Powered By MOVERS or by mail.
The amendment confirms that MoDOT's reference for the wheelchair lift barrier system is the LiftSentinel manufactured by BraunAbility or an approved equivalent. MoDOT indicated a willingness to consider alternative wheelchair lift systems with integrated inner and outer barrier functions, such as the BraunAbility Century 2 model, provided the bidder supplies additional documentation demonstrating that the proposed system meets or exceeds the functional intent of the specification, including passenger containment, interlocks, obstruction detection, load capacity, and compliance with ADA and FMVSS standards. No pricing information, funding sources, set-asides, or incumbent contractor details are addressed in this amendment document.

Amendment 6
| REQUIREMENT | QUESTIONS | MoDOT Response | QUESTIONS 2 | MoDOT Response 2 |
| Power-Inverter : Shall be OEM Standard | Clarification Request – Power Inverter Requirement |
The specification states that the Power Inverter shall be OEM standard. However, Ford does not offer an OEM power inverter when the cutaway chassis is ordered without the passenger door, which is our standard configuration.
To address this requirement, we can propose the following alternatives for MoDOT’s consideration:
Installation of an aftermarket power inverter. If this option is acceptable, please confirm the preferred capacity: 1000 W or 2000 W.
OR
If the intent of the power inverter requirement is to supply 120 V power to the USB outlets located under the seats, please note that our standard pre‑wiring for these ports already includes power inversion suitable for 120 V use.
| Please advise which option is acceptable, or clarify the intended purpose of the power inverter requirement. | The Power Inverter in the specification is meant to be accessible to the driver for normal use for cell phones, iPads, etc. The watt should supply enough power for this type of use. If Ford does not supply an OEM Power Inverter, an aftermarket power inverter should be installed. | Ford E450 Commercial cutaways comes standard with a Dual USB ports and a 12V powerpoint in the front dash, with sufficient wattage to charge cell phones, tablets, etc. | |
| Would this OEM configuration meets MoDOT requirement ? | Ford E450 Commercial cutaways OEM configuration of a Dual USB ports and a 12V powerpoint in the front dash is acceptable. | ||
| Definition/Reference Design | Can MoDOT please clarify whether the WLBS described corresponds to a specific commercially available system currently in service? If so, would MoDOT be able to provide: |
A reference make and moddel, and/or
| A photograph or schematic representative of the WLBS configuration being requested? | The WLBS reference make/model would be the LiftSentinel, which is made by BraunAbility or an approved equal. | See below | see pic of what MoDOT is wanting for the WLBS. |
| Equivalency/Integrated Barrier Systems | We currently offer wheelchair lifts equipped with integrated inner and outer barrier systems (e.g., the BraunAbility Century 2), where the barrier functions are incorporated into the lift platform and operate automatically as part of the lift cycle. Provided that such a system: |
Meets or exceeds the functional intent (passenger containment, interlocks, obstruction detection, load capacity, ADA and FMVSS compliance), and Does not reduce safety, durability, or operational reliability Would MoDOT consider an integrated inner/outer barrier lift system to be an acceptable equivalent to the WLBS described in the specifications? Proposed bidder would need to provide additional documentation on the wheelchair lifts equipped with integrated inner and outer barrier systems (e.g., the BraunAbility Century 2), to determine if proposed integrated barrier systems is equivalent and or meets the specification. Shown below is Braun Century 2 Lift NCL1000FIB3454HB-2 that integrates an inner and outer anti-roll barrier (Both parts highlighted in red). Would this barrier system would be considered equivalent or meet specification by MoDOT ? Shown below is Braun Century 2 Lift NCL1000FIB3454HB-2 that integrates an inner and outer anti-roll barrier (Both parts highlighted in red). Would this barrier system would be considered equivalent or meet specification by MoDOT ?
