About this opportunity
The Utah Transit Authority (UTA) is seeking a vendor to provide Transit Trip Data services through a Request for Proposals (RFP) to support compliance with Utah House Bill 430, which mandates biennial tax revenue reports detailing ridership across 77 tax districts. The primary deliverable is a comprehensive ridership origin analysis using advanced location-based data technologies such as cellular phone location services, mobile app data, or GPS-based datasets. Mandatory requirements include accurate rider origin identification within approximately one city block, integration of UTA's geospatial boundary data, and biennial reporting with three collection periods per cycle. The technical proposal must be submitted electronically to Bonfire by December 18, 2025, at 2:00 p.m. Mountain Time, with a question submission deadline of December 11, 2025, and final addenda issuance by December 15, 2025. Evaluation criteria will be weighted 75% for technical merit and 25% for pricing, with proposals scored on cost realism and competitiveness. Proposers must demonstrate a minimum of three years of relevant experience and provide five customer references, with technical proposals limited to 10 pages.
The contract is funded locally and is not subject to federal requirements or Disadvantaged Business Enterprise (DBE) goals. For the 2026 cycle, the selected vendor may need to provide data for one collection period by spring 2026, with subsequent biennial updates thereafter. Vendors must comply with stringent cybersecurity requirements, including maintaining a unique URL for UTA, segregating UTA data in a separate database, implementing user activity auditing, and providing annual SOC 2 Type 2 audit reports aligned with NIST 800-53 standards. Insurance requirements include $2,000,000 in cyber liability coverage and $1,000,000 per claim/$2,000,000 annual aggregate professional liability coverage. Deliverables must be in ESRI-compatible GIS formats, with strict privacy and anonymization protocols and a documented methodology for accuracy validation. The contract will be awarded on a best-value basis, with the selected vendor expected to provide initial training and ongoing support for the data collection and reporting process.
