About this opportunity

Pinellas County School District is soliciting sealed electronic bids for towing and recovery services, with bids due by 3:00 p.m. on July 29, 2026, through the District's e-Procurement Portal. A Florida-vendor preference of 5% applies when the lowest bidder is from a state without comparable preferences.

The scope covers 24/7/52 towing and recovery for District-owned vehicles including passenger cars, school buses, trucks, vans, tractors, trailers, and lawn equipment across four primary service locations (Walter Pownall Service Center in Largo, 49th Street Compound in St. Petersburg, Coachman Compound in Clearwater, and Tarpon Springs Compound). The contractor must respond within 30 minutes to any location within Pinellas County, maintain an impound lot with a minimum six-foot fence accommodating 65-passenger school buses, provide a spare school bus on-site for emergency deployments, and supply radio dispatching equipment. Pricing is flat-rate for in-county tows to District facilities or the contractor's facility, with separate pricing tiers for out-of-county tows within 50-mile and 51-100-mile ranges; excessive waiting time charges apply after 15 minutes at a per-minute rate.

The estimated annual contract value is $70,000, excluding renewal options, though actual purchases may vary. The initial contract runs September 23, 2026 through September 22, 2027, with two optional one-year renewal periods by mutual consent and up to three 30-day unilateral extensions at the District's discretion. Price escalation at renewal is permitted up to the previous year's CPI-U with 60 days' written notice.

Award will be made to the lowest responsive and responsible bidder on an all-or-none basis. The contractor must carry General Liability ($1 million per occurrence / $2 million aggregate minimum), Automotive Liability ($300,000 Combined Single Limit minimum), and Workers' Compensation at statutory limits; comply with the Jessica Lunsford Act Level 2 background screening; maintain E-Verify compliance; and obtain all necessary licenses and permits. Evaluation occurs July 29 through August 5, with notice of intent to award anticipated September 1 and School Board approval estimated September 8. The District reserves non-exclusive rights to use alternative providers and may cancel with 10 days' notice for cause or 90 days' notice without cause.
