About this opportunity

The City of Tucson in Pima County, Arizona, is seeking a qualified vendor to provide Title and Escrow Services through Request for Proposal (RFP) 230095. The procurement is specifically for comprehensive title and escrow services supporting the city's real property asset management, with two distinct service groups: Group A for full-range title and escrow services, and Group B for title-only services. Proposed services must meet all federal, state, and municipal regulatory requirements and include deliverables such as status of title reports, litigation guarantee reports, and complete escrow transaction management. The solicitation requires contractors to be registered with the State of Arizona Insurance Commission and currently licensed to provide title insurance and escrow services in Arizona. Proposals are due on June 22, 2023, at 2:00 PM local time, with a non-mandatory pre-submittal conference scheduled for May 11, 2023, at 11:00 AM. Evaluation criteria will focus on vendor qualifications, experience, method of approach, and pricing proposal. The contract term is one year, with options to extend for up to four additional one-year periods.

The procurement includes significant set-aside and compliance requirements, particularly through HUD's Section 3 Program, which mandates that 25% of total labor hours must be performed by Section 3 Workers, with 5% specifically by Targeted Section 3 Workers. Eligible businesses must meet specific ownership and labor hour criteria, with individual worker income limits set at $42,950 annually. Contractors must maintain multiple insurance policies, including commercial general liability, commercial automobile liability, workers' compensation, and professional liability, with specific coverage limits. The City will require mandatory credits, such as 100% of the status of title report fee being credited toward title insurance purchase. Potential non-compliance could result in sanctions, contract termination, or debarment from future HUD-assisted contracts. While specific award values were not explicitly stated, the comprehensive nature of the services and the multi-year contract potential suggest a significant procurement opportunity for qualified title and escrow service providers.

Group B pricing may be utilized by Housing and Community Development or other City Departments or Divisions. These services shall contain all the elements required in various regulatory statutes to include, but not be limited to Federal, State and Municipal mandates.
