About this opportunity
The Town of Berlin, Connecticut (Hartford County) is soliciting proposals through Request for Proposal #2025-24 for the Timberlin Golf Course Sand Bunker Restoration Project, a comprehensive golf course renovation involving the restoration of 51 sand bunkers across all 18 holes. The project scope includes removing existing sand and drainage systems, rebuilding bunkers with new internal drainage infrastructure, installing capillary concrete liners, and placing new sand, with 30 of the 51 bunkers designated as greenside bunkers; additionally, 10 bunkers will be eliminated, one bunker will be divided into two, and two bunkers on one hole will be consolidated into one, with some bunkers requiring relocation, enlargement, or size reduction. Bidders must demonstrate a minimum of five years of golf course construction experience and have completed at least 30 sand bunker renovations within the past three years, with specific experience required in installing Capillary Concrete liners. The contractor will supply all materials except bunker sand, fill, and additional topsoil, with detailed specifications provided in accompanying technical drawings and bid documents prepared by Golf Design Unlimited. A mandatory pre-proposal meeting is scheduled for June 23, 2025, at 11:00 am, with electronic proposals due by June 30, 2025, at 2:00 pm through the town's e-Procurement portal. Project commencement is scheduled for Fall 2025 with completion required before Memorial Day 2026, and construction must be completed within 35 days of the Notice to Proceed. Evaluation criteria include the proposer's background experience, responsiveness to RFP requirements, quality of references, and proposed fees, with the Town reserving the right to negotiate fees and conduct interviews or oral presentations.
The RFP does not specify any set-aside designations or restrictions limiting responses to disadvantaged enterprises or particular organization types. No incumbent vendors or current contractors are identified in the procurement documents. The project includes integration with existing irrigation systems, as detailed construction drawings specify modifications and relocation of Hunter I-80 irrigation heads on certain holes. Two bidding scenarios are presented: Scenario A encompasses the complete restoration of all 51 sand bunkers across 18 holes, while Scenario B focuses exclusively on the 30 greenside sand bunkers, allowing flexibility in project scope. Add/Alternate options are available for additional drainage installation and fairway sodding on specific holes (including holes #8 and #11), to be authorized only in writing if deemed necessary by Timberlin Golf Course. Payment will be made in full upon project completion based on unit pricing for various components including sod installation, drainage work, sand placement, and irrigation head relocation; specific award values or budget ranges are not disclosed in the available procurement documents, with pricing to be determined through detailed bid sheets submitted by responding contractors.
Opportunity text
This project involves the renovation of sand bunkers on all eighteen holes. There will be a total of fifty-one (51) sand bunkers rebuilt or new. Thirty (30) of the 51 are greenside sand bunkers. Ten sand bunkers will be eliminated and one sand bunker will be made into two as well as two sand bunkers on one hole will be made into one. Most sand bunkers are being restored at their present locations. Some sand bunkers are being shifted and/or enlarged and will require the Hunter I-80 heads to be re-used and adjusted. Some sand bunkers will need fill hauled and placed as they are being made smaller in size. Additional drainage is indicated on certain holes (example #8 & #11). There is an add/alternate for additional drainage and fairway sod at the discretion of Timberlin GC and will be authorized only in writing if deemed necessary.
