About this opportunity

The City of Philadelphia Department of Streets is requesting proposals for on-call Traffic Operations and Intelligent Transportation Systems (TOITS) design services covering geometric safety improvements, traffic engineering, intelligent transportation systems, and street lighting engineering and upgrades, with proposals due September 29, 2026 at 5:00 PM Philadelphia Time and a pre-proposal meeting on August 31, 2026 at 1:00 PM via Microsoft Teams.

Philadelphia residents and Local Business Entity or Local Impact certification applicants receive preference consideration under Mayoral Executive Order No. 04-12. Local Business Entity qualification requires a filed Business Income and Receipts Tax return with the City during the preceding 12 months, continuous maintenance during the preceding 18 months of a valid Commercial Activity License and required permits, and either a principal place of business in the City or satisfaction of at least two of three criteria: more than 60 percent of full-time employees are Philadelphia residents per City payroll records; more than 50 percent of full-time employees work in the City at least 60 percent of the time; or more than 75 percent of gross receipts are reported as Philadelphia receipts. The alternative Local Impact pathway requires applicants to certify employment of City residents and performance of contract work within the City.

The scope encompasses preliminary and final design, construction administrative support, project management, and consultation across traffic signal design, intersection safety improvements, traffic calming measures, street lighting design and deployment, and intelligent transportation systems integration. The City anticipates three applicant selections for award. The maximum combined contract compensation is $2.5 million. The initial term is April 1, 2027 through March 31, 2028, with City options to extend for up to four additional one-year terms. Compensation will be individually negotiated through Work Orders using Cost Plus Fixed Fee, Lump Sum, or Specific Rate of Compensation basis. For state and federally-funded work, hourly wage rates must comply with PennDOT Publication 93 standards and be approved in the Engineering and Construction Management System (ECMS) prior to work commencement. Ten percent retainage applies to project management and engineering design services invoices, released upon approval of final deliverables. Questions are due September 10, 2026 at 5:00 PM, with answers posted September 17, 2026. Contract execution is anticipated by March 2, 2027. Applicants must comply with Philadelphia business licensing, tax requirements, the 21st Century Minimum Wage and Benefits Standard, and political contribution disclosure limits. Professional liability insurance with minimum limits of $1,000,000 is required.
