About this file
This is an RFP Submission Checklist for Professional Services opportunities at the City of Philadelphia, revised July 2025. The checklist serves as a compliance tool for applicants submitting proposals for formal RFP thresholds and includes verification requirements across multiple submission categories. The document outlines procedural deadlines, with applicants required to submit proposals before stated deadlines through the eContractPhilly electronic portal under the correct opportunity number. The checklist confirms that proposals must address the Scope of Work requirements detailed in Section II of the RFP, include a compliant Cost Proposal, and meet all format and content specifications outlined in Section III, including the Selection Process guidelines.
The submission requirements encompass financial documentation, tax compliance, and disclosure obligations mandated by Philadelphia Code Chapter 17-1400. Applicants must submit the City of Philadelphia Tax and Regulatory Status and Clearance Statement (Appendix C), a Statement of Financial Capacity supported by audited or unaudited financial statements, disclosure of bankruptcy filings from the past five years, and IRS Form 990 for nonprofit organizations. Optional certifications include Appendix D for Local Business Entity or Local Impact Status and Appendix E for LGBTQ Applicant Opportunity Data. All submissions require electronic processing through eContractPhilly with authorized signatory authentication via the sign and submit function, and applicants must ensure consistency between registered name and Tax Identification Number across all application documents, including W-9 forms. The checklist also requires disclosure of all local political contributions and objections to General Provisions, with noted that objections may negatively impact proposal evaluation.
