About this opportunity

The City of Scranton's Office of Business Administration is seeking a third-party administrator for its self-insured Workers' Compensation and Heart & Lung Claims program through a Request for Qualifications (RFQ). The contract will involve comprehensive claims administration services, including establishing records, processing payments, managing regulatory reporting, maintaining claimant contact, coordinating vendor relationships, supporting return-to-work programs, and providing quarterly and annual reporting. Respondents must submit detailed proposals through the city's e-Procurement Portal by 10:00 am on July 14, 2022, with all questions and clarification requests due by 4:00 pm on July 11, 2022. The evaluation criteria will assess responses based on five key areas: completeness (10%), responsiveness to requirements (25%), professional qualifications and experience (25%), proposed work plan (25%), and project fees and staff rates (15%). Potential administrators must demonstrate expertise in workers' compensation claims management and be prepared to support the city's self-insurance program through a three-year contract term.

The RFQ does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. Respondents must provide professional liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, and comply with non-segregated facilities and affirmative action requirements. While the specific budget is not directly stated, the actuarial report indicates projected annual expenditures of $3,013,363 for claims payments, administrative expenses, and trust fund operating costs. The most recent actuarial analysis, prepared by Casualty Actuarial Services, reveals total discounted outstanding losses of $15,918,519 as of August 31, 2021, suggesting a complex claims environment that will require significant administrative expertise. Potential administrators should be prepared to work closely with city personnel and demonstrate a robust understanding of Pennsylvania's workers' compensation regulatory landscape. The procurement is specifically for Lackawanna County, with all submissions and communications to be conducted through the city's designated e-Procurement Portal.
