About this opportunity
The City of Statesboro Planning & Development Department is requesting qualifications for one development entity partner to implement six new construction homeownership housing units funded through the Georgia Department of Community Affairs (DCA) Community HOME Investment Program (CHIP), with qualifications due November 5, 2026.
Qualified non-profit housing development organizations or entities pursuing Community Housing Development Organization (CHDO) certification are eligible. All project activities must comply with DCA CHIP requirements, the HOME Investment Partnerships Program Final Rule (24 CFR Part 92), HUD regulations, Fair Housing requirements, Equal Opportunity provisions, and Section 3 requirements.
The scope encompasses development planning and coordination, site development, construction management, homebuyer assistance coordination, compliance documentation, permitting and inspections, and project closeout for low-income households within Statesboro. The selected partner must demonstrate capacity in construction oversight, financial management, compliance with federal housing programs, and coordination with housing counseling providers, lenders, and local government stakeholders.
Evaluation criteria are weighted equally at 10 points each across seven categories: affordable housing and new construction experience; organizational capacity; financial capacity and stability; development approach and project understanding; experience with homebuyer and community partnerships; references and past performance; and overall responsiveness, totaling 70 possible points.
Submissions must include three paper copies and one USB copy of the Statement of Qualifications addressed to Darren Prather, Central Services Director, 22 W. Grady St., Statesboro, GA 30458. Project start date, completion deadline, and evaluation timeline remain to be established. The City reserves the right to reject any or all qualifications, request additional information, waive informalities, or cancel the solicitation.
