About this opportunity

The City of Philadelphia, Department of Aviation is requesting proposals for comprehensive professional project management and construction management consulting services for capital improvement projects at Philadelphia International Airport and Philadelphia Northeast Airport, with proposals due July 15, 2026.

The scope encompasses full project and construction management support for multiple planned infrastructure initiatives over a 2025–2030 period, including terminal apron rehabilitation, taxiway improvements and construction, runway end-around taxiway development, departures queue taxiway construction, run-up apron construction, and miscellaneous electrical, safety, and pavement rehabilitation repairs at both facilities. Proposers must demonstrate qualifications through detailed organizational structure, key personnel assignments, relevant experience with aviation infrastructure projects, knowledge of FAA regulations and airport design standards, and familiarity with major airport modernization initiatives. Submissions require completion of a Standard Form 330-21 with staffing plans, consultant team composition, and resource allocation strategies.

A local-vendor preference under Mayoral Executive Order No. 04-12 applies to vendors meeting Local Business Entity certification criteria — demonstrating 12 months of filed Business Income and Receipts Tax returns, 18 months of valid Commercial Activity License, principal place of business in Philadelphia, or meeting two of three employment or revenue thresholds. The solicitation may include set-asides for minority-owned, women-owned, and disadvantaged business enterprises in accordance with City procurement policy. LGBTQ-owned business certification data is collected voluntarily and may affect vendor consideration.

Providers must maintain comprehensive insurance coverage including $1 million Commercial General Liability, $1 million Automobile Liability, $2 million Professional Liability (errors and omissions), $10 million Umbrella Liability, and Workers' Compensation; the City and its officers must be named as additional insureds. For federally funded contracts exceeding $25,000, non-debarment certification through SAM.gov is required. Contracts exceeding $100,000 trigger Clean Air Act and Water Pollution Control Act compliance, cost accounting standards, DBE requirements under 49 CFR Part 26, Buy American provisions for US-produced materials, and prompt payment to subcontractors within five days of City payment.

All applicants must submit the Tax and Regulatory Status and Clearance Statement (Appendix B), statement of financial capacity with audited or unaudited financial statements, and W-9 form through eContractPhilly; registrations and Tax Identification Numbers must match across profiles. Proposals must address the full Scope of Work, include compliant cost proposals on a time-and-materials or fixed-fee basis, and comply with all format and submission standards outlined in RFP Section III.
