About this file
This is Addendum 3 to a Request for Proposals issued by the City of Philadelphia, Department of Aviation for on-call project and construction management services (RFP 21260605112804), dated July 13, 2026. The addendum provides clarifications and answers to 23 questions submitted by prospective proposers regarding proposal requirements, staffing, subconsultant participation, and evaluation criteria. Key clarifications include confirmation that firms may participate as both prime applicants and subconsultants on multiple teams, that key staff and subject matter experts may be shared across multiple contracts, and that staff augmentation will be required as projects are initiated rather than upon contract execution. The contract is structured as an on-call arrangement billed by task order. Regarding staffing requirements, embedded full-time positions at Philadelphia International Airport (PHL) will support projects at both PHL and Philadelphia Northeast Airport (PNE), with one Special Systems Subject Matter Expert position recommended as a minimum, and onsite inspection staff required as needed by individual projects. Remote subject matter experts are acceptable for certain roles specified in the RFP.
Proposals must include Standard Form 330 Part I for the prime applicant and Part II for the prime applicant and each subconsultant, with resumes and project experience presented as team information in Section E and F. A detailed Scope of Work including work plans and staffing plans should be provided as a proposal section. The City will not accept hyperlinks to financial statements and requires full document uploads. The evaluation process will utilize scoring weights distributed equally across selection criteria, with Standard Form 330 documents factoring into scores through assessment of team experience and proposed staff qualifications. Applicants should determine which positions constitute key staff for their submissions, and the City reserves the right to remove firms from subconsultant roles during negotiations if they are selected as prime contractors. No firms, including those currently serving under the on-call planning contract, are precluded from applying.

PHL RFP ON CALL PM/CM -FEDERAL JULY 2026
1) Subconsultant participation on multiple teams. May a firm be named as a proposed subconsultant on more than one prime Applicant's proposal for this opportunity, or is a subconsultant limited to a single prime's proposal?
Firms may participate in multiple teams.
2) Will the embedded position(s) (staff augmentation) be required when the contract is executed or will they only be activated and requested to start as federally funded projects come online?
Staff augmentation will be required as needed by the projects, federally funded or not funded.
3) Can subconsuItants be on multiple teams?
See question #1).
4) Can a firm submit as a Prime and also as a subconsultant?
A firm may submit as a Prime and also as a subconsultant. Aviation may decide during the negotiation process to remove the firm from the subconsultant role if they are selected to be awarded as a prime.
5) Can the same key staff and SMEs be used on multiple contracts?
Yes.
6) How is this job to be billed: single cost or task orders?
This is an on-call contract that will be billed by task order.
7) Are remote SMEs acceptable?
Yes, some of the SME’s can be remote. Onsite SME’s are mentioned in the RFP.
8) 4. RFP page 34, Section 4.1, #5 states, "Provide Standard Form 330 Part I for the prime Applicant and Standard Form 330 Part II for the prime Applicant AND each sub consultant." Please clarify the following:
a. Are we able to provide resumes (SF330 Section E) and projects (SF330 Section F) from subconsultants as part of SF330 Part 1?
You provide "the team's" information in Section E and F.
b. What information should be included in SF330 Section H?
Aviation does not request any specific additional information to be included in Section H.
9) 5. RFP pages 17 & 18 mention: 8.Detailed “Scope of Work"-to be provided:
a. a. Work Plan... b. Staffing Plan...Should these items be included in the proposal? If so, in which section?
The "Detailed Scope of Work" is to be provided as a section of the Scope of Work.
10) On the pre-proposal meeting, a question was raised as to whether or multiple contracts would be awarded and, if so, whether subconsultants could submit on multiple teams. The answer given was yes, subconsultants can submit on multiple teams however, if multiple contracts are awarded, the subconsultant would have to choose one (1)team with whom they would perform the services of the contract. Can you please provide clarification as this would seemingly put prime and subconsultants in a seemingly bad situation.
Clarification: the subconsultant would not "choose" a firm to work with. Aviation will designate the team setup as needed.
11) Regarding Project Managers and Resident Engineers, how many resumes for each should be included with the proposal? If limited, are we able to include additional names on the organizational chart?
There is no limit.
12) Per Appendix D and Sections 4 and 5 of the RFP, which address the evaluation and selection process, please provide the specific scoring weights or point allocations that will be used to evaluate RFP responses. Please also clarify how Standard Form 330 Part I and Part II will factor into the overall evaluation score.
For selection criteria, please refer to Section 5 also note the subfactors indicated. Weights are typically distributed equally. The SF-330 will factor into the scores by referencing the experience of the team and the proposed staff for these services.
13) Per Section 4.1, Proposal Requirements, Item 10, Statement of Financial Capacity--will the City accept a secure hyperlink to the most recent audited financial statements or annual report in lieu of uploading the full documents, provided the link remains active through the evaluation period and includes all required elements?
It is not recommended to provide a hyperlink to a company financial statement. Please reference the options noted in Section 4.1.10.
14) Section 3.1 identifies the Program Manager and Project Managers as full-time/embedded positions and also references a Program Executive under Key Personnel Qualifications. Please clarify whether the Program Executive is a separate required role from the Program Manager and Project Managers. Please also clarify which role qualifications are mandatory versus preferred.
Program executive is not a separate role.
15) Section 3.1 identifies several positions as "Full Time/Embedded Position," including the Program
Manager (page 20), Project Managers (page 22), Resident Engineers (page 23),and certain SMEs (pages 25-26). Please list all roles that must be embedded full-time at PHL and/or PNE, including any distinctions between the two airports, the expected number of personnel for each role, and whether each role is required for the full contract term or only during specific task orders/projects.
There are no separate roles for PNE. Embedded staff at PHL will carry out projects at PNE as well.
16) Per Section 3.1, Special Systems Subject Matter Experts (page 26), please confirm whether multiple Special Systems SME roles may be combined into fewer full-time embedded positions when one individual meets the expertise requirements for more than one specialty area.
One SME position at minimum is recommended. Onsite Inspection staff will be needed as required by the project.
17) RFQ Section 2.3.2 Subject Matter Experts (SMEs), has the position of "Special Systems Subject Matter
Experts (Full Time / Embedded Position)". The RFQ notes the 6 positions listed under this header are a Full Time / Embedded position, but Imad had noted on the pre- bid call that this was not the case and the SME's in this category did not need to be committed Full Time On-Site, and those FTE's would fall under the "Resident Engineer" Category. Please confirm that the Special Systems SME resumes and proposed staff do not need to be committed full-time, embedded.
See question #16.
18) In Section 3.1.b Preconstruction Phase Services (page 12), the RFP requires developing a project-specific QA plan. Please clarify whether this QA plan is to be developed on a program-wide basis, per individual task order, or for the overall contract, and what level of project definition is expected at the proposal stage.
QA Plan shall be provided per individual task order detailing specific measurable goals to be achieved in a construction project.
19) Section 3.1 (Construction Security responsibilities on page 14) requires reviewing existing procedures. Please specify whether the Construction Security services are expected at the client/program-wide level, per individual project/task order, or both.
Construction Security Services are expected at individual project / task order level.
20) Section 4.1, Proposal Requirements, Item 3, Applicant Profile, states that Applicants should complete the Applicant Information Sheet and include it with the proposal submission. Please confirm whether the Applicant Information Sheet is a separate attachment/template posted on eContract Philly, an online form completed through the eContract Philly submission portal, or whether Applicants should create their own form using the information requested in Section 4.1.
The City template refers to an information "sheet" of which there is none. Please provide the requested information in Section 4.1.
21) The RFP lists the Building Power Systems SME and the Special Systems SME as Full Time/Embedded Positions, are any other SME positions required to be Full Time Embedded Positions?
Full time / embedded positions are specified in the RFP.
22) The RFP states Key Staff resumes should be included in SF330 Section E but does not define which positions are included in Key Staff. Are any positions required to be considered Key Staff or should we determine the Key Staff for our submission?
Applicant to determine key staff positions.
23) Are consultants currently serving under the on-call planning contract precluded from pursuing the on-call PM/CM contract?
No firms are precluded from applying to this opportunity.
