Summary of Addendum 1 to RFP for On-Call Project/Construction Management Services
This document is Addendum 1 to a Request for Proposals issued by the City of Philadelphia, Department of Aviation, for on-call project and construction management consulting services (Federal RFP #21260605112804). The RFP seeks qualified firms to provide comprehensive professional project management and construction management consulting services for capital improvement projects at Philadelphia International Airport and Philadelphia Northeast Airport. The scope of work encompasses project management support for multiple planned infrastructure initiatives scheduled for 2025–2030, including terminal apron rehabilitation, taxiway rehabilitations and constructions, runway improvements, and miscellaneous pavement, electrical, and safety rehabilitation repairs at both facilities. The pre-proposal meeting was held on June 24, 2026, at 10:00 a.m. (virtual via Zoom), and attendance was optional but highly recommended. Applicants were required to submit written questions by June 25, 2026, at 5:00 p.m. to Shannon.clark@phl.org, with answers posted on the eContract Philly website by June 29, 2026, at 5:00 p.m. Proposals are due July 15, 2026, at 5:00 p.m. through the eContract Philly online application process. Applicant interviews and presentations are at the City's discretion, with dates to be determined. The initial contract term commencement date is to be determined, and the City may extend the contract by up to four additional successive one-year terms at its sole option.
Selection will be based on qualifications rather than cost, with the City retaining the right to select multiple applicants for contract awards. Proposers must demonstrate a minimum of ten years of substantial, direct, and relevant experience in project and construction management, with specific expertise in aviation infrastructure projects at medium-hub or large-hub airports. Personnel must possess knowledge of FAA-funded projects, active airfield operations, terminal renovations, secure area construction, and complex mechanical, electrical, plumbing, and specialty trade requirements. The successful applicant must designate a qualified, full-time embedded program manager as the primary point of contact and must demonstrate the capability to mobilize additional staff rapidly, support concurrent projects, and provide 24/7 operational coverage as needed. After ranking, a detailed scope of work will be developed with the highest-ranked consultant, and consulting fees will be negotiated. An independent fee estimate must be conducted on a reasonably detailed scope of work prior to FAA grant award in compliance with FAA Advisory Circular AC No. 150/5100-14E. The addendum also includes a signed attendee list of 79 representatives from firms interested in serving as either prime contractors or subcontractors, including major firms such as Jacobs, JMT, Michael Baker International, RS&H, STV Construction, and Urban Engineers.

RFP Overview
To provide Aviation with professional services and embedded staff to provide comprehensive, professional Project Management and Construction Management consulting services for specific projects at Philadelphia International Airport and Northeast Philadelphia Airport.
Note: Aviation maintains contracts for similar services that are of an on-call/as-needed basis, however this opportunity includes projects that are planned in the Airport Capital Improvement Plan (ACIP) for potential Federal Grant funding, noted in the Appendix.
Specific assignments have not yet been determined but will be made by Aviation when and if consulting services are required and the scope of work for each assignment will be negotiated with the successful Applicant(s) as the need arises. Specific projects are subject to the availability of funding and are, therefore, unknown at this time.
The selection process will be carried out in compliance with the most current revised edition of U.S. Department, Federal Aviation Administration (FAA) Advisory Circular AC No. 150/5100-14E, “Architectural, Engineering and Planning Consultant Services for Airport Grant Projects.” Selection will be based on qualifications, not costs. After ranking, a detailed scope of work will be developed with the highest ranked consultant. Consulting fees will then be negotiated. An independent fee estimate (IFE) for any and all services to be performed will be conducted prior to FAA grant award. IFE must be conducted on a reasonably detailed scope of work and utilized as a tool when negotiating with the consultant selected for each specific project, as referenced in the FAA Advisory Circular 150/5100-14E, Section 2.13, specifically Section 2.14.1. Any/all executed contracts will include the appropriate federal contract provisions. The Federal contract provisions are available on the FAA website at: http://www.faa.gov/airports/aip/procurement/.
• This solicitation is open only to firms with a minimum of Ten (10) years substantial, direct and relevant experience and the proposed project staff shall have knowledge of the specialized practices and limitations associated with aviation projects.
• To be eligible as an Applicant, the proposing firm must demonstrate that they, or the principals assigned to the project, have successfully completed services similar in size and complexity as contemplated by this RFP.
• Aviation reserves the right to select multiple Applicants with which to contract.
• The City does not guarantee that each Applicant will receive an assignment throughout the agreement.
• It is anticipated that the initial term of the Contract shall commence on TBD.
• The City may, at its sole option, amend the Contract to add up to four (4) additional successive one-year terms.
