About this opportunity

Fulton County and Atlanta Public Schools are seeking a Construction Manager at Risk (CMAR) for the TGR Foundation Learning Lab Atlanta project, located at the former Capitol View Elementary School. The procurement involves comprehensive pre-construction and construction services for transforming a 48,843 square foot historical school building into a modern learning facility. The project requires a qualified construction management firm to deliver a comprehensive renovation that includes adaptive learning spaces, administrative facilities, and operational areas such as classrooms, a makerspace, multimedia studios, an auditorium, indoor golf simulator, staff work areas, and back-of-house support spaces. Key project objectives include a complete interior transformation, exterior rejuvenation, and sitework completion. Interested firms must submit all proposal materials to AtlantaRFP@tgrfoundation.org by November 7, 2025, with anticipated construction start in August 2026 and full project completion/turnover scheduled for October 2027. The selected CMAR will be responsible for working closely with the project team to ensure successful project delivery within specified timeline and budget constraints.

While no specific set-aside designations or enterprise restrictions were explicitly mentioned in the procurement document, the project appears to be a significant educational infrastructure development with a comprehensive scope. The project budget and potential award value were not directly specified, but the extensive renovation of a 48,843 square foot building suggests a substantial investment. The procurement is focused on converting a 1928 school building with a 1992 addition into a modern learning laboratory, indicating potential complexity and specialized construction requirements. No incumbent vendors or current contractors were identified in the documentation. The project will require integration with existing building infrastructure, including mechanical, electrical, and IT systems, while transforming the space into a state-of-the-art learning environment. Prospective construction management firms should be prepared to demonstrate expertise in historical building renovation, educational facility design, and comprehensive project management.
