About this opportunity

The City of Beaverton is seeking architectural and engineering services for tenant improvements to the third floor of The Beaverton Building, aimed at creating a nonprofit incubator space. The procurement is an informal solicitation under Beaverton Purchasing Code Section 48-0210, with Request for Proposal #24-029 issued on September 14, 2023. The project requires comprehensive services including space programming based on stakeholder input, completion of bid and permit construction documents, and assistance with construction tenant improvements through project closeout. A non-mandatory pre-proposal meeting was held on September 21, 2023, with proposals due by October 10, 2023, at 2:00 pm. The evaluation process will utilize a 100-point scale, with 85 points allocated to proposal content and 15 points to contract price. Proposers must submit detailed work tasks, methodology, team member information, work products, timeframes, and a cost proposal. The City anticipates all work will be completed by June 30, 2024, with potential contract renewal for one additional year.

The City has established an aspirational goal of 15% utilization of COBID (Certification Office for Business Inclusion and Diversity) certified companies for this project. The total estimated project cost is $80,000, with the potential for contract negotiation with the highest-ranked proposer following possible oral interviews. The procurement allows for flexibility in selecting the most advantageous proposal, with an emphasis on creating a collaborative workspace for nonprofit organizations. The project involves transforming approximately 40-50 individual office spaces ranging from 50 to 370 square feet, including conference rooms, a training center, kitchen, reception area, and supporting spaces. Notably, HVAC system work will be separately managed by ABM through an existing Central Plant contract, which is not part of this specific consultant services scope. The project will be located in Washington County, Oregon, and is designed to support the city's objectives of providing flexible and efficient workspace for nonprofit entities.
