About this opportunity

Texas Southmost College (TSC), a public higher education institution located in Brownsville, Texas, is issuing a Request for Proposal (RFP) to procure temporary staffing services on an as-needed basis. The procurement seeks qualified vendors to provide personnel across six primary job classifications: Accounting/Purchasing Clerk, Administrative Assistant, Building Maintenance/Construction Worker, Cook/Food Handler, Warehouse Worker, and Audio/Visual Technician. Vendors must submit pricing proposals using a markup rate format for each job classification, with all markups encompassing labor, supplies, equipment, and materials necessary to perform the requested services. The College will evaluate proposals based on ten weighted selection criteria totaling 100 points: pricing and delivery (15 points), qualifications and experience (15 points), ability to provide services (15 points), past performance (15 points), delivery schedule compliance (10 points), service support and customer satisfaction (10 points), HUB certification status (5 points), principal place of business in Texas and/or in-state employees (5 points), other relevant factors (5 points), and availability of offices within the TSC District (5 points). A non-mandatory pre-proposal conference is scheduled for Tuesday, March 24, 2026, at 3:00 p.m. at the TSC Purchasing and Contract Services office, with virtual attendance available via Microsoft Teams. Proposals are due by Wednesday, April 1, 2026, at 2:00 p.m. local time, with public opening and reading at 2:30 p.m. the same day in Commissary 214 Conference Room, with an estimated contract award date of May 2026 or later.

The initial contract term runs from September 1, 2026, through August 31, 2027, with three optional one-year renewal terms available before services must be subject to public re-solicitation. The awarded vendor must maintain Worker's Compensation insurance at statutory limits, Comprehensive General Liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, and Automobile Liability insurance of $1,000,000, while assuming responsibility for all administrative tasks including personnel requests processing, timesheet collection and maintenance, background checks at vendor cost, quality assurance programs, and compliance with all applicable federal, state, and local laws. TSC offers a preference for vendors with HUB (Historically Underutilized Business) certification and those with a principal place of business in Texas or in-state employees. The College is exempt from state and federal sales taxes and requires payment of all temporary agency employees at a minimum wage of $8.50 per hour in accordance with TSC's living wage policy. The College reserves the right to negotiate rates for long-term placements on a case-by-case basis and will consider the best value across all weighted criteria. No specific award value or budget range is disclosed in the procurement documentation.
