About this opportunity

The City of Phoenix Aviation Department is seeking proposals for taxicab services at Phoenix Sky Harbor International Airport through a Revenue Contract Solicitation (RCS 25-0612). The procurement will award four separate contracts: two for large companies (60 vehicles each) and two for small companies (35 vehicles each), with one small company contract reserved for 100% owner/operators. The five-year contract, with a potential two-year extension, requires comprehensive taxicab services operating 24/7 within a 35-mile service area, including ADA-compliant transportation and alternative fuel vehicle requirements. Respondents must demonstrate a minimum of three continuous years of experience operating taxicab services at a medium or large hub FAA airport, with specific qualifications for fleet management, driver training, and customer service standards. The solicitation requires detailed documentation of operational experience, technological capabilities including in-vehicle safety monitoring systems and electronic payment options, and performance guarantees. Key dates include a pre-proposal conference on July 8, 2025, questions due by July 18, 2025, and proposal responses due by August 19, 2025. Evaluation will be based on a points system covering business and operations plans, qualifications, experience, customer service approach, and franchisee/owner-operator plans.

The solicitation includes specific set-aside provisions for small businesses, with respondents required to have average gross sales not exceeding $19 million per year. One of the small company contracts is exclusively reserved for 100% owner/operators, ensuring opportunities for local and small business participation. Respondents must provide response guarantees ($10,000 for large companies, $5,000 for small companies) and demonstrate financial capability and operational expertise. The contracts mandate that at least 5-15% of vehicles must be wheelchair accessible, with a preference for alternative fuel vehicles including electric, hybrid, and plug-in hybrid models. Performance guarantees range from $20,000 to $50,000 depending on company size, and contractors must pay trip fees to the city and maintain comprehensive insurance coverage. While specific total contract value is not explicitly stated, the comprehensive requirements and multiple contract awards suggest a significant procurement opportunity for taxicab service providers interested in serving Phoenix Sky Harbor International Airport.
