About this file
The file is an Attachment I document from the City of Phoenix Aviation Department's Revenue Contract Solicitation (RCS 25-0612) for taxicab services at Phoenix Sky Harbor International Airport. The solicitation seeks to award four separate contracts - two for large companies (60 vehicles each) and two for small companies (35 vehicles each), with one small company contract specifically reserved for 100% owner/operators. The five-year contract, with a potential two-year extension, requires comprehensive 24/7 taxicab services within a 35-mile service area, including ADA-compliant transportation and alternative fuel vehicle requirements. Respondents must demonstrate a minimum of three continuous years of experience operating taxicab services at a medium or large hub FAA airport.
This specific attachment focuses on qualifications for the General Manager (GM) who will serve as the primary contact for the contract. The GM must possess a minimum of two continuous years of experience managing a dispatched-vehicle passenger service fleet of at least 15 vehicles, with specific responsibilities including staff management, customer concern resolution, and fleet maintenance. The solicitation includes set-aside provisions for small businesses with average gross sales not exceeding $19 million annually, mandates that 5-15% of vehicles must be wheelchair accessible, and requires performance guarantees ranging from $20,000 to $50,000 depending on company size. Contractors must also pay trip fees to the city and maintain comprehensive insurance coverage, with a preference for alternative fuel vehicles including electric, hybrid, and plug-in hybrid models.
