About this file
This document is an Attachment G file for the City of Phoenix's Taxicab Services at Phoenix Sky Harbor International Airport procurement, specifically outlining qualifications and experience requirements for a General Manager (GM) in a large company bidding for the contract. The City is seeking a five-year taxicab services contract with a potential two-year extension, expected to commence around May 1, 2026, and will be awarded through the City's OpenGov e-Procurement Portal.
The attachment establishes specific minimum qualifications for the proposed General Manager, requiring three continuous years of experience managing a dispatched-vehicle passenger service fleet of at least 35 vehicles. The GM must demonstrate comprehensive operational management capabilities, including driver and dispatch staffing, personnel management, customer concern resolution, and fleet availability and maintenance. Bidders are required to complete a detailed table documenting the proposed GM's experience, company name, location, years of experience, dates of service, number of vehicles managed, and a description of their operational experience. The GM selected cannot be changed during the City's Request for Competitive Sealed Proposals (RCS) process.
