About this file

The file is an Attachment F Qualifications and Experience form for a Taxicab Services contract with the City of Phoenix Aviation Department for Phoenix Sky Harbor International Airport. The solicitation seeks proposals for comprehensive taxicab services through a five-year contract with a potential two-year extension, commencing around May 1, 2026. The procurement will award four separate contracts: two for large companies (60 vehicles each) and two for small companies (35 vehicles each), with one small company contract reserved exclusively for 100% owner/operators. The contract requires 24/7 taxicab services within a 35-mile service area, including ADA-compliant transportation and alternative fuel vehicle requirements. Key dates include a pre-proposal conference on July 8, 2025, question submissions due by July 18, 2025, and proposal responses due by August 19, 2025.

Respondents must demonstrate a minimum of three continuous years of experience operating taxicab services at a medium or large hub FAA airport, with specific qualifications for fleet management, driver training, and customer service standards. The solicitation includes financial requirements such as response guarantees ($10,000 for large companies, $5,000 for small companies) and mandates that 5-15% of vehicles must be wheelchair accessible, with a preference for alternative fuel vehicles. Performance guarantees range from $20,000 to $50,000 depending on company size, and contractors must pay trip fees to the city and maintain comprehensive insurance coverage. Evaluation will be based on a points system covering business and operations plans, qualifications, experience, customer service approach, and franchisee/owner-operator plans, with specific set-aside provisions for small businesses having average gross sales not exceeding $19 million per year.
