About this opportunity

The State of New Jersey is requesting bids for statewide maintenance and repair services for battery chargers, industrial lifts, and pallet trucks under solicitation T0438, with quotes due October 23, 2026 at 2:00 p.m. through the NJSTART portal. Questions are due August 3, 2026 at 2:00 p.m.

The scope encompasses preventative maintenance and repair services for battery chargers, hand jacks, side loaders, ceiling lifts, man lifts/mobile elevated work platforms (MEWP), loading dock lifts (scissor dock lifts), electric jacks, narrow aisle reach trucks, electric sit-down forklifts, and electric order pickers across four regional divisions: Northern Region (Region 1), Central Region (Region 2), Southern Region (Region 3), and Department of Social Services at 1620 Stuyvesant Avenue, Trenton, New Jersey (Region 4). Bidders must submit all-inclusive hourly rates for each equipment category in each region on the state-supplied price sheet; the solicitation contains forty-five price lines organized by groups, and bidders must bid on all price lines within each group without omissions, blank lines, or formatting changes. The state makes no guarantee regarding minimum work volume.

Pricing includes a pass-through line for parts discount percentage applied to service request order-related parts reimbursements in each region, and Region 2 includes a separate pass-through line for background check reimbursements for personnel completing service request orders at the State House Complex and DPMC only, designated as a net line with no bid required. Personnel requiring access to state facilities must complete background check screening.

All contracts are subject to New Jersey's Combined Standard Terms and Conditions (revised June 3, 2025), including prevailing wage compliance where applicable, cybersecurity incident reporting within 72 hours under N.J.S.A. 52:17B-193.2 et seq., minimum insurance requirements of $1 million commercial general liability per occurrence, Davis-Bacon Act compliance for construction contracts exceeding $2,000, and payment within 60 days of invoice receipt. Prices must be firm and fixed for the contract term. Bidders must submit current Business Registration Certificates and ownership disclosures and complete the mandatory Bidder Data Sheet and Bidder Quote Overview Form with company qualifications, references, and past performance documentation.
