About this opportunity

The New Jersey Department of the Treasury, Division of Purchase and Property, is soliciting quotes for a bucket truck under T2789 Bid Solicitation 27DPP01338 on behalf of the New Jersey Department of Transportation, statewide agencies, and cooperative purchasing participants. Electronic questions are due November 18, 2026 at 2:00 p.m. Eastern Time, and quotes open December 22, 2026 at 2:00 p.m. This is a competitive, statewide procurement with no designated set-asides.

The solicitation requests one bucket truck system: a crew cab and chassis rated at a minimum 19,500 lb. GVWR with dual rear wheels and four-wheel drive, a maximum 10.5-foot service body with eight compartments, a rear-stowing insulated aerial lift with a minimum 45-foot working height, a hydraulic generator, and an inverter. Accessories and operator and mechanics training are priced separately. Approved chassis are 2027 model year or later Ford F-550 and Ram 5500, and equivalent makes and models meeting the technical specifications may be offered. Bidders must be authorized factory representatives or franchised dealers and must submit a completed Specification Conformance Form with their quote.

The 12 price lines are grouped so that lines 1 through 11 form a single award per cab and chassis make and model. Lines 1, 3, 5, 7, 8, and 9 require firm, fixed U.S. dollar prices. Lines 2, 4, and 6 require percentage discounts or markups off manufacturer MSRP. Lines 10 and 11 require hourly rates for technical training support. Bidders must respond to all eleven priced lines to be responsive. The State reserves the right to award one contract per cab and chassis make and model based on the lowest group price index and may award to multiple chassis manufacturers. The solicitation estimates no minimum, average, or maximum purchase volumes. Delivery follows manufacturer-specified timeframes or the price sheet.

Bidders must complete the Bidder Data Sheet, listing prior contracts of similar size and scope and disclosing any contracts terminated for cause within the five years before normal expiration. Quotes must also include the Ownership Disclosure Form, MacBride Principles certification, Affirmative Action compliance documentation, and the Iran and Russia/Belarus certifications in the Standard Procurement Forms Packet. No site visit or pre-quote conference is required.
