About this file
This document is a PowerPoint presentation from an optional pre-quote conference for New Jersey's statewide procurement T0438, concerning Battery Chargers, Industrial Lifts, and Pallet Trucks Maintenance and Repair services. The conference was held to address procedural questions regarding bid submission requirements, with questions about the scope of work to be submitted electronically through the Q&A tab in NJSTART. Questions and answers are due by 2:00 p.m. on August 3, 2026, and quotes must be submitted by 2:00 p.m. on October 23, 2026, through the NJSTART portal only. The state-supplied price sheet contains forty-five price lines organized by groups, with bidders required to bid on all price lines within each group. The solicitation is divided into nine sections covering introduction, pre-quote submission information, quote submission requirements, scope of work, general contract terms, data security requirements, modifications to standard terms and conditions, evaluation criteria, and a glossary.
Vendors must complete all required price lines on the state-supplied price sheet in the exact Excel format provided, with no blank lines, formatting changes, or additional language permitted. Incomplete or altered price sheets may be deemed non-responsive. The presentation emphasized critical submission requirements, noting that quotes missing mandatory provisions designated as "shall" in the solicitation will be deemed non-responsive, while missing "should" provisions may impact technical evaluation scores. Vendors are encouraged to register in NJSTART with current contact information and to review all bid documents and amendments posted prior to submission. The conference also provided an opportunity for potential vendors to identify partnership opportunities with small, woman-owned, minority-owned, veteran-owned, and disabled veteran-owned businesses. Contact support is available through NJSTART vendor services at njstart@treas.nj.gov or (609) 341-3500.
