About this opportunity

The State of New Jersey Department of the Treasury, Division of Purchase and Property is requesting bids for disposable food service items (paper and plastic products) under Bid Solicitation 26DPP01297, with quotes due August 25, 2026 at 2:00 p.m. Eastern Time. This is not a set-aside contract for small businesses or disabled veteran-owned businesses.

The scope comprises 26 price lines organized into two groups and individual line items: Group 1 (8-ounce paper coffee cups and lids); Group 2 (8-ounce soup bowls and lids); and 21 individual line items including aluminum carry-out trays, paper plates, poly wrap, cold and hot beverage cups, sandwich bags, plastic flatware and utensils, food trays, aluminum foil, hair coverings, shrink wrap film, scrubber pads, scouring pads, cellulose sponges, and steel wool soap pads. Bidders may quote Groups 1 and 2 (all items within each group required for responsiveness) or any combination of the 21 individual line items. All pricing must be firm and fixed, quoted on a per-case basis with unit prices including all freight, shipping, and handling. Deliveries must be made to Distribution and Support Services in West Trenton, New Jersey within 30 calendar days of order receipt, Monday through Friday between 8:00 a.m. and 2:00 p.m., excluding state holidays. This is a reprocurement consolidating the previous T0012 and T0012S contracts, with 15 items appearing for the first time in this solicitation.

Bidders must complete the State-Supplied Price Sheet, providing unit price per case, items per case, brand or manufacturer name, product number or description, and conformance certification for each line. Bidders must submit all standard procurement forms including Ownership Disclosure, Iran Investment Disclosure, MacBride Principles compliance, subcontractor utilization, affirmative action documentation, and proof of business registration. Financial capability information may be requested. Questions are due August 5, 2026 at 2:00 p.m. No mandatory pre-quote conference or site visit is required. The State reserves the right to award to any or all bidders, award individual price lines separately, and invoke Best and Final Offer despite current intent not to do so.
