About this opportunity

The City of Philadelphia is requesting quotes for swivel high-back chairs as a micro purchase with quotes due June 4, 2026 (today). The contract will be awarded as a whole or by line item, whichever serves the city's best interest, to the lowest responsible bidder; sellers must quote all items to be eligible for award.

No set-aside or preference program applies to this micro purchase. The LBE (Local Business Entity) certification question appears on the response form but does not govern eligibility.

Specific chair models, quantities, or configurations are not detailed in the solicitation documents provided. Respondents must enter unit costs for each line item through the PHLContracts electronic platform and submit a signed Consent and Authorization Agreement (either pre-filed in the vendor profile or attached to the quote) to be deemed responsive.

The total contract value cannot exceed $43,000, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, to the most recently published CPI-U and rounded to the nearest $1,000. The contract term shall not exceed 365 days from the effective date. Pricing must be quoted FOB Destination, exclusive of taxes; the City of Philadelphia is exempt from federal excise and transportation taxes and Pennsylvania Sales and Use Tax. Payment is made via electronic deposit only following delivery, city approval, and invoice submission with supporting documentation.

Sellers must maintain workers' compensation insurance at statutory limits, general liability insurance with a minimum of $500,000 per occurrence, and automobile liability insurance with a minimum of $300,000 per occurrence, naming the City as an additional insured. No purchase order shall be issued and no work or delivery shall commence until the city issues formal notification. Quotes remain valid for 60 days from submission or throughout the contract term for requirements contracts. The city reserves the right to reject any or all quotes, accept quotes from multiple sellers, and accept quotes on any items without committing to all items.

An LGBTQ Applicant Opportunity Data Sheet is available on a voluntary basis for diversity data collection.
