About this file
This file is a Seller Standard Operating Procedure (SOP) Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step guidance for vendors responding to a micro purchase for Swivel High Back Chairs in Pennsylvania. Vendors must quote all items to be eligible for award, with the contract to be awarded as a whole or by line item, whichever serves the city's best interests, to the lowest responsible bidder. The document does not specify item quantities, response dates, or delivery timelines, but instructs that vendors must not deliver or provide services until notified by the department.
The checklist outlines thirteen critical steps vendors must complete to submit a compliant quote, including confirming seller role status, selecting Local Business Entity (LBE) certification status (noting the program does not apply to small purchases but the question must be answered), entering unit costs for each item, answering all mandatory questions, accepting terms and conditions, and submitting required attachments. Vendors must have an executed Consent & Authorization form on file in their vendor profile or attach one with their quote, as no quote will be considered without this documentation. The checklist also references an optional LGBTQ Applicant Opportunity Data Form and requires vendors to address any red validation warnings before submission through the PHLContracts.phila.gov platform. No pricing information, set-asides, incumbent details, or funding sources are specified in this procedural document.
