About this opportunity

The Oregon Department of Human Services, Office of Self-Sufficiency Programs, is issuing a Request for Grant Application (RFGA) for the Survivor Investment Partnership focused on Marion County. The procurement seeks to award funding to organizations providing domestic violence and sexual assault recovery services, with a specific emphasis on culturally responsive and culturally specific support for survivors. Eligible applicants must be 501(c)(3) nonprofit organizations, qualified victim services programs, or culturally specific organizations capable of delivering confidential advocacy services. The grant aims to improve or expand services for domestic violence and sexual assault survivors, with key objectives including helping survivors attain self-sufficiency, providing direct financial support, and enhancing access to culturally appropriate services. Evaluation criteria will involve a 200-point scoring system assessing factors such as organizational structure, community outreach, board support, funding history, and program success metrics. The RFGA is due on September 24, 2024, with potential second-round interviews scheduled for the last week of October or first week of November 2024. Applicants must demonstrate the ability to spend funds by June 30, 2025, with a possible extension to December 31, 2025.

The procurement is restricted to organizations that can provide culturally responsive services to domestic violence and sexual assault survivors, with a competitive range set at 85 points or higher. Applicants must have or commit to having a certified advocate who has completed 40-hour certification training, and preference will be given to organizations reaching historically underserved populations. The grant opportunity specifically targets new recipients of domestic violence funding or organizations expanding services to culturally specific populations not currently served. Based on the sample grant agreement, the maximum funding available is $566,848 for the initial term, which can be used for two full-time equivalent staff positions ($333,440), survivor investment funds ($125,040), administrative costs ($66,688), and other program expenses ($41,680). El Programa Hispano Catolico was the highest-ranked applicant in previous evaluations, scoring 180.75 points, followed by Clackamas Women's Services, Micronesian Islander Community, and Self Enhancement, Inc. The funding is contingent upon successful negotiations and can potentially be renewed for a cumulative maximum term of six years.
