About this file

The document is a Q&A from a webinar on the Survivor Investment Partnership (SIP) Request for Grant Application (RFGA) issued by the Oregon Department of Human Services, Office of Self-Sufficiency Programs. The RFGA is seeking proposals for survivor investment services, which will need to be spent by June 30, 2025, or December 31, 2025 with an extension. Eligible expenses include purchasing a mobile van solely for domestic violence services and using SIP funds to pay for a full-time equivalent employee managing the mobile van. Applicants do not need a Certified Advocate prior to applying, but should have one in place before assisting survivors.

The SIP opportunity is open to applicants in Oregon, specifically Marion County. The webinar Q&A provides clarification on funding requirements, including that the full grant amount must be spent by the end of the 2023-2025 biennium, though an extension to December 31, 2025 is possible. Additionally, the Q&A confirms that braiding SIP funds with other funding sources is allowed to pay for staff managing the mobile van service.

RFGA: S-10000-00009881 – Survivor Investment Partnership Application and Certification Webinar Q&A

September 10, 2024 Webinar Survivor Investment Partnership Questions and Answers:

Q: Is this being recorded and/or will the presentation materials be made available after the meeting?

A: Yes, it will take up to three business days to be posted on OregonBuys.org.

Q: The full amount will need to be spent by the end of 2025, but there will be an extension?

A: Must spend the SIP funds by June 30, 2025 (end of the 2023-2025 biennium), or by December 31, 2025, with an extension.

Q: Can we purchase a mobile van?

A: Yes, if it is solely for domestic violence services.

Q: If the purpose of purchasing a mobile van is to reach out to at risk youth to establish trust, would that be an appropriate use of funds?

A: Yes, since the intent of the outreach is to provide domestic violence services. Can braid funds, so you can use a percentage from SIP funds and a percentage from other funds to pay a full-time equivalent employee who is managing the mobile van.

Q: Do you already have to have a Certified Advocate to apply, or can the funding go toward the certification within the first month of award?

A: You do not need one prior. However, you should not assist survivors until you have someone certified. It would be ideal to have more than one certified advocate.
