About this file
This is a Request for Grant Application (RFGA) issued by the Oregon Department of Human Services, Office of Self-Sufficiency Programs for the Survivor Investment Partnership, focused on Marion County. The RFGA seeks to award funding to organizations providing domestic violence and sexual assault recovery services with culturally responsive and culturally specific support for survivors. Eligible applicants must be 501(c)(3) nonprofit organizations, qualified victim services programs, or culturally specific organizations capable of delivering confidential advocacy services. The application deadline is September 24, 2024, with potential second-round interviews scheduled for the last week of October or first week of November 2024. Grant recipients must demonstrate the ability to spend funds by June 30, 2025, with a possible extension to December 31, 2025. The grant term can be renewed for a cumulative maximum of six years.
The maximum funding available is $566,848 for the initial term, allocated for two full-time equivalent staff positions ($333,440), survivor investment funds ($125,040), administrative costs ($66,688), and other program expenses ($41,680). Evaluation will utilize a 200-point scoring system assessing organizational structure, community outreach, board support, funding history, and program success metrics, with a competitive range set at 85 points or higher. Applicants must have or commit to having a certified advocate who has completed 40-hour certification training. Preference will be given to organizations reaching historically underserved populations and new recipients of domestic violence funding or organizations expanding services to culturally specific populations not currently served. The procurement is contingent upon successful negotiations, and funding sources include state appropriations for the Survivor Investment Partnership program.
