About this opportunity
Mt. San Antonio Community College District is seeking qualified consultants to provide Surveying and Locating Services through a Request for Qualifications (RFQ) for an initial one-year contract period from July 2025 through July 2026, with potential extensions for up to four additional one-year terms. The procurement seeks professional services for land surveying, mapping, monument preservation, utility locating, and underground investigation services on an "as-needed" basis. Proposals will be evaluated across six equally weighted criteria: completeness of proposal, proposer's experience, client references, staffing and organization, proposed fees, and appropriate professional licenses. The mandatory pre-proposal meeting is scheduled for April 21, 2025, at 9:00 AM, with proposal submissions due electronically via OpenGov by June 3, 2025, at 2:00 PM. Consultants must demonstrate comprehensive professional capabilities, with individual project assignments typically not exceeding $220,000. The evaluation process will be conducted in three stages, focusing on the consultant's qualifications, experience, and approach to providing professional services.
The procurement does not explicitly outline specific set-aside designations for disadvantaged enterprises, though it requires comprehensive compliance with California labor regulations, including prevailing wage requirements and Department of Industrial Relations (DIR) registration. Contractors must adhere to the Community Workforce Agreement, which aims to maximize local workforce participation with a target of 30% of construction labor hours from local residents. The contract includes extensive insurance requirements and mandates compliance with various certifications, including drug-free workplace, non-collusion declaration, and Iran Contracting Act certification. While a specific total contract value is not defined, the on-call services are structured for projects typically under $220,000, with the district reserving the right to award multiple contracts. Successful respondents will need to demonstrate expertise in surveying and locating services, with comprehensive documentation of professional capabilities, appropriate licensing, and the ability to work effectively with the college district's project management team.
