About this opportunity
The City of St. Petersburg is requesting quotes for the supply and delivery of approximately 400 cubic yards of double-sifted clean soil for its TASCO (Teens Achieving Success through Civic Opportunities) Mud Wars event, with quotes due June 11, 2026 at 3:00 p.m. and delivery required July 2, 2026 between 8:30 a.m. and 4:00 p.m. at Lake Vista Park (1401 62nd Avenue South, St. Petersburg, FL 33705). This is a one-time purchase with award to a single vendor.
The soil must be debris-free, free of rocks, roots, contaminants, and hazardous materials, and suitable for recreational use by youth participants. All site setup and preparation must be completed by July 6, 2026, to permit the City's required safety walkthrough and inspection prior to the Mud Wars event on July 8–9, 2026.
Vendors must demonstrate a minimum of three years of experience supplying and delivering bulk double-sifted, debris-free clean soil and possess the capability to provide trucks, drivers, logistics, and controlled unloading at multiple on-site locations. Required qualifications include the ability to meet specified timelines, obtain minimum insurance (Commercial General Liability of $1 million per occurrence and $2 million aggregate; Commercial Automobile Liability of $1 million combined single limit; Workers' Compensation as required by Florida law), provide soil quality documentation or certification, and maintain a record free from legal and regulatory issues preventing contract fulfillment. Vendors must provide references from at least three similar projects.
Cost proposals must be submitted as a lump-sum total covering all material, transportation, delivery, fuel, labor, and additional fees. Vendors must be registered with the Florida Department of State, Division of Corporations, comply with Florida E-Verify requirements, and submit electronically through the OpenGov Procurement portal. Questions are due June 5, 2026. The City reserves the right to award on a split-order, lump-sum, or individual item basis. Indemnification, insurance coverage, governing law and venue (Pinellas County, St. Petersburg Division), and liability limitations are non-negotiable contract terms. Prime contractors may subcontract up to 80 percent of the work and must identify all intended subcontractors on the Subcontractor Summary worksheet submitted with their bid; subcontractor substitution post-award is restricted to seven enumerated circumstances.
Opportunity text
The City of St. Petersburg, through its TASCO (Teens Achieving Success through Civic Opportunities) program, hosts an annual Mud Wars event designed to provide local youth with a fun, engaging, and supervised recreational experience. This event promotes teamwork, physical activity, and community involvement in a safe and structured environment.
To successfully execute this event, the City requires a reliable supplier to provide and deliver approximately 400 cubic yards of double-sifted, clean soil. The soil is a critical component of the event, ensuring a safe, debris-free mud play area that meets health and safety standards. Proper delivery and placement of the soil at designated on-site locations are essential to event setup and overall participant experience.
The Mud Wars event dates are held on July 8th and 9th, 2026. All areas are required to be set up by July 6, 2026 for safety walk through and inspection by the City.
