About this file
This is a Subcontractor Summary Worksheet instruction document issued by the City of St. Petersburg for use with competitive bidding on municipal projects. The worksheet requires prime contractors to document all intended subcontractors and provide detailed information including subcontractor names, business addresses, contact information, trade classifications, and subcontract amounts. The document specifies that the worksheet must be completed and submitted with all bids and establishes the framework for subcontractor usage, permitting only first and second tier subcontractors unless otherwise noted in contract documents. The related contract opportunity involves the supply and delivery of approximately 400 cubic yards of double-sifted, clean soil for the City's TASCO (Teens Achieving Success through Civic Opportunities) Mud Wars event scheduled for July 8-9, 2026, with all setup required by July 6, 2026 for safety inspection and walkthrough.
The subcontractor worksheet imposes specific restrictions on subcontractor substitutions after award, limiting changes to only seven enumerated circumstances: failure to execute a contract, lack of appropriate licensing, bankruptcy or insolvency, ineligibility, failure to perform, substantially unsatisfactory work, or substantial delays. The document requires that Small Business Enterprise (SBE) or Minority/Women Business Enterprise (MWBE) subcontractors used to meet percentage requirements must be replaced with other SBE subcontractors if substituted, unless the prime contractor demonstrates SBE requirements are met through alternative means. Requests for subcontractor changes must be submitted in writing to the City's Procurement & Supply Management division. The instructions note that restrictions on subcontracting percentages and multiple-tier subcontractor usage do not apply to FDOT LAP or federally funded projects. No specific pricing information, set-aside percentages, or funding sources are detailed in this instruction document.
