About this file
This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida, related to a supply and delivery contract for double-sifted clean soil. The City of St. Petersburg, through its TASCO (Teens Achieving Success through Civic Opportunities) program, requires approximately 400 cubic yards of double-sifted, clean soil for its annual Mud Wars event scheduled for July 8-9, 2026. All delivery and site setup must be completed by July 6, 2026, to allow for safety inspections and walkthroughs by City personnel. The soil is essential for creating a safe, debris-free mud play area that meets health and safety standards for local youth participants.
The Subcontractor Utilization Plan requires proposers to demonstrate their intent and efforts to engage small businesses, women-owned businesses, veteran-owned businesses, and minority-owned businesses located in the Tampa Bay Region. Proposers must describe their outreach, education, mentorship, and process improvement initiatives designed to reduce barriers to participation by these business enterprises. Small/veteran/minority/women business enterprise participation goals are voluntary, and proposers will not be deemed non-responsive for submitting a plan with zero participation from these categories. However, the City encourages proactive engagement with small and diverse business enterprises. No minimum participation threshold is required as a condition for contract award.
