About this opportunity

San Bernardino County Department of Behavioral Health is requesting proposals for Substance Use Disorder and Recovery Services Perinatal Services under RFP DBH 25-165, with proposals due August 5, 2026, and a mandatory proposer conference on July 8, 2026. All proposers must be nonprofit corporations (or for-profit organizations per one document reference) compliant with federal Substance Use Prevention and Treatment Recovery Services Block Grant guidelines, possess current Medi-Cal certification or demonstrate ability to obtain it, achieve and maintain California Consortium of Addiction Programs and Professionals (CCAPP) certification for sober living environments, and register in the County's Electronic Procurement Network (ePro) system. Proposers must demonstrate no record of unsatisfactory performance with government agencies within the past five years. A 5% local-vendor cost preference adjustment applies to vendors with principal places of business within San Bernardino County that meet specific operational and employment criteria.

The scope encompasses comprehensive substance use disorder treatment services for pregnant women, parenting women, women attempting to regain custody, postpartum women with children, and women with substance-exposed infants across four designated County regions: East Valley/San Bernardino Metropolitan, West Valley, Central Valley, and Desert/Mountain. Required services include assessment and intake using ASAM criteria, individualized treatment planning, individual and group counseling, case management, care coordination, child care, transportation, drug and alcohol testing, crisis intervention, medication for addiction treatment (MAT), and referrals to vocational training, medical care, and legal services. Programs must operate minimum business hours 8:00 a.m. to 5:00 p.m., maintain a woman-only environment, and employ staff meeting current DHCS certification requirements with at least 30% of counseling staff licensed or certified.

The contract runs five years from January 1, 2027, through December 31, 2031, with estimated annual allocation of approximately $2,000,000 (not to exceed $10,000,000 aggregate). Funding derives from Drug Medi-Cal (63%), Perinatal Block Grant (33%), CalWORKs (1%), and Children and Family Services (3%). The County may award to one or more proposers at its sole discretion, subject to Board of Supervisors approval. Required insurance includes cyber liability ($1,000,000 per occurrence/$2,000,000 aggregate), general liability ($1,000,000 per occurrence/$2,000,000 aggregate), professional liability ($1,000,000 per occurrence/$2,000,000 aggregate), and workers' compensation ($250,000 aggregate). Indirect costs cannot exceed 15% of modified total direct costs unless federally negotiated. Reimbursement is in arrears based on actual costs with year-end settlement. Evaluation allocates 65% weight to program component and 35% to fiscal component. Questions are due July 15, 2026 by noon. Four addenda have been issued addressing forms, corrections, and fiscal reimbursement terms.
