Partnerships

Providers shall also provide or arrange for transportation to ensure access to treatment.
Best Practices for Recovery Support
SAMHSA’s Four Major Dimensions of Recovery:
» Health – Overcoming or managing one’s disease(s) or symptoms, and making informed, healthy choices that support physical and emotional well-being.
» Home – Having a stable and safe place to live.
» Purpose – Conducting meaningful daily activities, such as a job, school volunteerism, family caretaking, or creative endeavors, and the independence, income, and resources to participate in society.
» Community – Having relationships and social networks that provide support, friendship, love, and hope.
7. Question: For the budgets, if we are writing for multiple regions, do we need to submit separate budgets for each region?
Answer: Yes, one set of budgets must be submitted for each region and/or site you are applying to.
8. Question: Can you please provide the Attachment forms in a fillable format ASAP?
Answer: See answer to Question No. 2.

Answer: If applicable, Attachments L-P should be completed.
10. Question: Regarding Attachment L, do you want copies of licenses to be attached or is filling out the form enough?
Answer: Attachment L should be completed. Copies of licenses are not required to be submitted with the proposal.

Answer: This is a new requirement.
16. Question: Page 30, J, 2. “medical Necessity is established through a face-to-face review with LPHA and the counselor who conducted the intake, not the patient
Answer: Unable to respond to question as stated.
17. Question: Page 42 – we have moved to FFS. I believe this whole section is moot. This includes schedules A and B. Here is recent DBH contract language about this for your reference (not sure which parts you want to replace):
Answer: This has been addressed in Addendum # 2.
18. Question: The RFP mentions 3 required references. Will references from contracts involving SUD services provided to the general patient population be acceptable, or must references be specifically related to Perinatal SUD Treatment services?
Answer: Provide three (3) references from other entities, preferably public agencies, of same or similar size as the county, with whom you have established a contract on a project. These contracts/projects do not have to be Perinatal specifically.
19. Question: The RFP states:
"Meet the standards established by the California Consortium of Addiction Programs and Professionals (CCAPP) for a sober living environment and shall be certified and maintain certification by CCAPP in good standing for as long as the facility is in operation. Clients cannot be accepted into the program until certification is completed and approved."
Can the County clarify whether operation of a CCAPP-certified sober living environment is a required component of the Perinatal SUDRS program, or whether the certification requirement applies only if the provider elects to offer recovery housing/sober living services?
Answer: This has been addressed in Addendum # 2.
20. Question: If a provider currently operates a DHCS-certified Drug Medi-Cal program at another certified location, would the County permit SUD treatment services to be provided via telehealth from that certified location while the proposed San Bernardino County site is completing certification requirements?
If so, would there be any limitations regarding the types of services that may be delivered via telehealth during the start-up period?
Answer: No, Patient choice must be preserved; therefore, patients have the right to request and receive in-person services per BHIN 23-018. All In person services must be completed at a DHCS and AOD certified perinatal approved site.
21. Question: Does the County require CCAPP certification to be in place at the time of proposal submission, contract award, contract execution, or only prior to admission of clients, as referenced in the RFP language?
Answer: This has been addressed in Addendum # 2.
22. Question: Must proposers have an identified and secured facility location at the time of proposal submission, or is a detailed site development and implementation plan acceptable if the facility will be operational by the contract start date?
Answer: Yes, the implementation plan is acceptable if the site will be operational by the contract start date, including DHCS and AOD certification for perinatal services.
23. Question: Must proposers possess the Perinatal Function Code 25 designation at the time of proposal submission, or may proposers obtain the designation prior to service delivery?
Answer: Yes, Program Code 25 DHCS designation is required to be a perinatal provider.
24. Question: May required ancillary services, such as childcare, transportation, pediatric care, obstetrical care, and therapeutic services for children, be provided through formal partnerships and MOUs rather than directly by the proposer?
Yes, MOU’s are an acceptable way of providing the required ancillary services.
25. Question: Does the County anticipate that successful proposers will provide residential recovery housing in addition to intensive outpatient treatment services, or is the primary expectation an outpatient treatment model with access to supportive housing resources as needed?
Answer: It is not a requirement to house clients in Recovery Residence; however, an appropriate referral process must be in place for ancillary services, including Recovery Residence.
26. Question: On budget what is the difference in IOP and $75 perinatal day charge? Can you please explain the budgets and sections fully. On budgets what is non-DMC-perinatal realignment?
Answer: Standard IOP is billed as a bundled service covered by Drug Medi-Cal. The perinatal standalone rate of $75 is specific daily facility per-diem used by counties to reimburse providers for the comprehensive, daily care they deliver to women and their dependent children.
The funding category Non-DMC Perinatal Realignment is used for services that are not funded by Medi-Cal or Block Grant categories.
27. Question: Do we need separate budgets for subcontracts? Do you need staff resumes and job descriptions? On attachment L, do you need staff certifications, business license, DMC certification, fire clearances? Do we need a statement page about no controlling interests?
Answer: 1. Yes, pages 73 and 74 outline the submission requirements.
2. We don’t need staff resumes or job descriptions regarding the budgeting.
If proposal requires these documents for other areas, they may be required.
3. Licenses, Permits, & Certifications are to be provided for Subcontractors and listed on attachment L.
4. On attachment D, #5 the declaration addresses controlling interests.
28. Question: is there new fillable forms for the added FINAL attachements
