About this opportunity

The City of Ocala is requesting bids under ITB ELE/260900 for grounds maintenance services at approximately seventeen electric substations and one training yard throughout Ocala, with bids due August 7, 2026, and a mandatory pre-bid meeting held July 23, 2026.

The City may award contracts to both a Primary Contractor and Secondary Contractor under a multi-award structure; all work is initially assigned to the Primary Contractor, with the Secondary Contractor activated only if the Primary Contractor's contract is terminated or cannot adequately meet demands. Services will be requested on an as-needed basis and include either complete grounds maintenance at all designated locations ("cycle cuts") or maintenance at individual properties ("single cuts"), as directed by the City. Cycle cuts must be completed within five calendar days of request; single cuts within two calendar days. All work is performed Monday through Friday between 7:30 a.m. and 4:30 p.m., excluding City holidays. Contractors must furnish all labor, supervision, equipment, tools, materials, transportation, herbicides, and disposal.

All awarded contractors must obtain a Florida Right-of-Way Pesticide License to purchase and apply restricted-strength herbicides. Proof of having begun the licensing process is required before commencing work; full licensure is required no later than the contract start date. Contractors must possess three years' experience in mowing and ground maintenance services and must perform a minimum of 80 percent of work with their own forces; subcontracting requires prior written City approval.

Insurance requirements are Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate; Commercial Automotive Liability with combined limits of at least $1,000,000; and Workers' Compensation per Florida statutory requirements.

The contract term is one year with two one-year renewal options. Unit price bids are submitted separately for cycle cuts and single cuts across all eighteen locations. Price increase requests must be submitted at least 90 days prior to renewal, with increases capped at three percent annually based on CPI-U unless mitigating market conditions exist. The City awards to the lowest, most responsive, responsible bidder.
