About this opportunity

Dougherty County School System in Albany, Georgia issued an RFP for a comprehensive student ID badge system with an original proposal due date of March 15, 2022, subsequently extended to March 22, 2022 via Addendum 3. A local preference of two percent or $2,500 applies to qualified Dougherty County suppliers bidding within that margin of the lowest responsive bid.

The scope encompasses a district-wide badge system serving approximately 13,000 students and 2,200 employees across 26 locations. The system must integrate with the district's existing Infinite Campus student information system, Tyler Technologies VersaTrans transportation routing and Drive tablet fleet, Johnson Controls access control infrastructure with Manchester-encoded EM format RFID readers installed on 136 active school buses, and Tyler Infinite Visions employee management platform. Addendum 5 specifies that badges must use MIFARE Ultralight NFC cards with NTAG210 chipset (13.56 MHz, ISO 14443 Type A standard), double-sided construction in 30 mil plastic per Addendum 4, with unique ID and 40-byte NDEF record capability. The solution requires 26 high-speed card printers (one per location), photo capture and printing capabilities, classroom attendance tracking via badge scanning, bus integration with student boarding/disembarking alerts and SMS parent notifications, Wi-Fi connectivity for cloud-based occupancy monitoring, activity participation tracking, and optional digital badge capabilities via smartphone or tablet applications. Vendors are not responsible for programming photo integration with RFID systems, programming bus devices, providing Wi-Fi, replacing existing Tyler Technologies hardware, or replacing bus readers. The vendor must provide unit pricing for badges, accessories, warranty and replacement plans, printer specifications, and digital badge options, and furnish references including a list of other school districts currently using their products.

CI Solutions was selected as the successful offeror. The contract period runs from March 31, 2022 through June 30, 2022, with Transportation Department Tyler Drive deployment required by March 31, 2022 and Human Resources Infinite Visions deployment by third quarter 2022. All employees performing work on school campuses must meet background check requirements and federal work authorization compliance per Georgia law.
