About this file

This is Addendum No. 5 to a solicitation issued by the Dougherty County School System (DCSS) located in Albany, Georgia for a Student ID Badge System project (031-PUR-2022). The addendum, issued March 18, 2022 with a due date of March 22, 2022, amends the original bid dated February 14, 2022 and addresses vendor questions regarding project scope and technical specifications. The primary amendment specifies that the supplier must provide MIFARE Ultralight NFC cards using the NTAG210 chipset, which operates at 13.56 MHz following the ISO 14443 Type A standard and features a unique ID with 40-byte NDEF record capability. The project requires a single comprehensive proposal applicable to all schools within the district rather than individual site-specific proposals.

The addendum clarifies significant scope limitations and existing infrastructure details. DCSS currently operates a Johnson Controls Format ACS system with Manchester-encoded EM RFID readers installed on school buses and plans to implement a visitor management system in the distant future but does not require it as part of this project. The vendor is not responsible for programming photo integration with RFID systems, programming bus devices, providing Wi-Fi connectivity, replacing existing Tyler Technologies hardware (which is already in place), or replacing bus readers. The district confirmed that Tyler Technologies does not integrate with SoftwareHouse and that Infinite Campus lacks integration with SoftwareHouse. Beyond the badges, the solution requires 26 cameras, printers, and software to complete the system implementation.

AMENDMENT(S)

1. The supplier must provide MIFARE Ultralight NFC cards using the NTAG210µ chipset.

NFC stands for Near Field Communication and is a set of protocols for sending and receiving data at distances of up to 4 cm. It operates at 13.56 MHz and follows the ISO

14443 Type A standard. MIFARE is the trademark of NXP Semiconductors and covers a family of NFC chipsets. MIFARE Ultralight is a low-cost version MIFARE chipset with a unique ID and 40-byte NDEF (NFC Data Exchange Format) record.

CLARIFICATION(S) THRU Q&A

Q1 “We need to know the existing ACS system to provide the workstation and the software for the visitor manager, and the integrations - How the schools implement the card system for the class attendance? are they using tablets cellphones for scanning? Or card readers? Please provide the manufacturer of the scanning devices or card readers. What software are they using?”

A1 The Current building ACS is Johnson Controls Format – Manchester encoded EM.

The RFID readers are on the School buses. DCSS currently does not have visitor mailto:Sharonda.thompson@docoschools.org management system or school card system in place. The Visitor Management

System is something we want to implement in the distant future.

Q2 “The programming of for "photo would also show up when the card is scanned" is part of our scope? Or is in the scope of the Infinite Campus contractor?”

A2 Not part of the scope. The photo needs to be linked to the RFID and student ID.

Whether or not programming is required, please state how it is to be achieved.

Q3 “Does the Infinite Campus have an integration with SoftwareHouse?”

A3 No.

Q4 “We need to know the existing ACS system to provide the workstation and the software for the visitor manager, and the integrations.”

A4 DCSS currently does not have visitor management system in place. This is something we plan to implement in the distant future. This is an inquiry of Visitor

Management systems for which the Vendor currently has integration capability. In addition to the badges, the solution requires 26 cameras, printers, and software.

Q5 “Allow for scanning of the badge by a tablet or smartphone - Is this part of the [scope]?

Or is part of the Infinite Campus software scope? We will need more information pertaining to the existing (or future) infrastructure to ensure systems/hardware will integrate.”

A5 DCSS currently does not have visitor management system in place. This is something we plan to implement in the distant future. This is an inquiry of Visitor

Management systems for which the Vendor currently has integration capability.

Q6 “The programming of the bus devices is part of [the scope]?

A6 Not part of the scope. Tyler RFID readers will read the cards.

Q7 “The Wi-Fi connection is part [the scope]?

A7 Not part of the scope.

Q8 “Tyler technologies has an integration with Software House?

A8 No.

Q9 “Do you need a new unit of the Tyler Technologies hardware? Or do you currently have the Tyler’s system?

A9 All Tyler units/hardware are already in place. Not part of the scope.

Q10 “Do you need to replace the reader on buses?

A10 No.

Q11 “We need to know the existing ACS system to provide the workstation and the software for the visitor manager, and the integrations.”

A11 DCSS currently does not have visitor management system in place. The Visitor

Management System is something we want to implement in the distant future. This is an inquiry of Visitor Management systems for which the Vendor currently has integration capability.

Q12 “Are we going to provide one proposal that applies for each school and one for the employee system or an overall proposal? Or do we have to analyze every case (school site) separate?

A12 One proposal.
