About this opportunity

Mt. San Antonio College is seeking qualified consultants for Structural Engineering Design Services through a Request for Qualification (RFQ #2026-020) in Los Angeles County, California. The procurement is for an on-call professional consultant services contract spanning November 2025 through October 2030, with potential extensions for four additional one-year periods. The primary objective is to secure consultants capable of providing comprehensive structural engineering design services for campus projects, typically involving assignments less than $220,000 per project. Proposals must be submitted electronically via OpenGov by October 3, 2025, following a mandatory pre-proposal meeting scheduled for September 17, 2025. The evaluation process will utilize a three-stage approach, scoring proposals across seven key criteria: company information (10%), business experience and licensing (25%), references (10%), firm staffing and key personnel (10%), pricing and deliverables (20%), ability to manage bond programs (15%), and experience with Project Labor Agreements/Community Workforce Agreements (10%). The college anticipates making a contract recommendation by November 20, 2025, with the contract commencing December 1, 2025.

The procurement appears open to multiple firms, with the district reserving the right to award multiple contracts and execute a Master Services Agreement. No minimum work volume is guaranteed, and award remains contingent upon funding and the college's discretion. Participating consultants must demonstrate proper licensing, professional credentials, and the ability to comply with specific contractual requirements, including prevailing wage regulations and potential Community Workforce Agreement participation. Contractors will be required to maintain comprehensive insurance coverage and adhere to detailed documentation standards. The vendor packet includes necessary tax forms and certifications, indicating potential complexity in administrative requirements. While specific budget ranges are not explicitly stated, the per-project estimate of less than $220,000 suggests a moderate-scale procurement opportunity. Prospective consultants should be prepared to provide detailed documentation demonstrating technical expertise, financial stability, and compliance with California public works and labor regulations.
