About this file
This is a Project Assignment document from Mt. San Antonio College in Los Angeles County, California, detailing structural engineering design services procurement through a Request for Qualifications (RFQ #2026-020). The college seeks qualified consultants to provide on-call professional structural engineering design services for campus projects on an as-needed basis. The contract term spans November 2025 through October 2030, with potential extensions for up to four additional one-year periods. Individual project assignments are typically valued at less than $220,000. Proposals must be submitted electronically via OpenGov by October 3, 2025. A mandatory pre-proposal meeting is scheduled for September 17, 2025. The college anticipates issuing a contract recommendation by November 20, 2025, with contract commencement on December 1, 2025.
The evaluation process employs a three-stage scoring methodology across seven criteria: company information (10%), business experience and professional licensing (25%), references (10%), firm staffing and key personnel (10%), pricing and deliverables (20%), ability to manage bond programs (15%), and experience with Project Labor Agreements and Community Workforce Agreements (10%). The college reserves the right to award multiple contracts and execute a Master Services Agreement with selected consultants. No minimum work volume is guaranteed, and award remains contingent upon funding and the college's discretion. Selected consultants must maintain current professional licensure, demonstrate financial stability, comply with California public works and prevailing wage regulations, and maintain comprehensive insurance coverage. The procurement allows for multiple vendor selection, and prospective consultants must provide detailed documentation of technical expertise and regulatory compliance.
